2.0 PROPOSAL DETAILS

The proposal consists of an application for development of Precinct E2. Preliminary plans
indicate Precinct E2 will contain 44 units within seven (7) buildings, associated roads and
infrastructure.

The adjoining Lot 7 described as Precinct F will contain 153 units with associated
infrastructure, restaurant, lagoons and pools. Precinct F will be subject to a separate
application.

Refer Blackburne Jackson Drawing 7038-PD01 included in Appendix A for details.

3.0 EXISTING GOVERNMENT INFORMATION

A desktop survey was performed to collate existing government information relevant to the
proposal and this assessment. The following information was found to be applicable.

        3.1 State Government

                3.1.1 Regional Ecosystems

Regional Ecosystem mapping for the subject site indicates the presence of
R.E. 12.2.5 (Corymbia intermedia +/- Lophostemon confertus +/- Banksia spp.
+/- Callitris columellaris open forest on beach ridges usually on southern half
of bioregion) within the northern section of the site. The balance of the site is
mapped as Category X – vegetation not regulated under the VMA.

Refer Appendix C for Regional Ecosystems Mapping and details.

                3.1.2 State Planning Policy

State Planning Policy interactive mapping indicates the northern section of Lot
7 contains an area of medium potential bushfire intensity. This area correlates
to the mapped regional ecosystem. Lot 6 contains an area of high potential
bushfire intensity central to the site, adjoining an area of medium intensity in
                the eastern section.

Refer Appendix C for copy of State Planning Policy bushfire hazard mapping.

        3.2 Local Government

                3.2.1 Local Authority Planning Scheme

The site is designated as “Semi-Attached Housing” under the Noosa Plan
                zoning overlay.

Refer Appendix D for Local Authority Information.

3.2.2 Local Authority Bushfire Hazard Overlay

In accordance with the Noosa Plan Bushfire and Acid Sulfate Soils Overlay,
the site is mapped as Medium Bushfire Hazard area.

As the subject site is currently mapped under the Bushfire Hazard Overlay,
the Specific Outcomes under Table 13.9 of the overlay code are addressed in
                Appendix D.
