PURPOSE

The purpose of this report is to recommend that Council start a formal process of amending the
Noosa Plan by resolving to make planning scheme amendments in accordance with the
Sustainable Planning Act 2009 (SPA), and that Council communicate its intentions with people
who have previously provided feedback on the Draft Sunshine Coast Planning Scheme.

EXECUTIVE SUMMARY

The Noosa Plan was first gazetted in February 2006. State legislation requires Council to
undertake a comprehensive review of the planning scheme every 10 years. This would make a
review due no later than 2016. At this stage a comprehensive review of the plan is not
recommended due to changes occurring to state planning legislation and advice received from
senior State Officers.

Amendments to the Noosa Plan are required however to, amongst other things, reflect new State
Planning Policy, respond as appropriate to the 400 submissions received relating to Noosa when
the draft Sunshine Coast Planning Scheme was placed on public display, and address a number
of issues that Council officers have identified as needing review. The process to amend the
scheme may take from 6 up to 12 months.

RECOMMENDATION

That Council note the report by Project Leader, Strategic Planning, Planning & Development to
the Planning & Organisation Committee dated 25 February 2014 and:
A.       Resolve to commence the process of making planning scheme amendments;
B.       Authorise the Chief Executive Officer to advise the Minister of Council’s proposal to
         commence the process of making planning scheme amendments; and
C.       Respond to persons who made Noosa-relevant submissions to the draft Sunshine Coast
         Planning Scheme in 2012 to advise them of Council’s intention regarding a planning
         scheme review.
