PURPOSE
The purpose of this report is to provide an update on the approach to awarding high use/high
impact permits for commercial activities on community land.
EXECUTIVE SUMMARY
Since the reformation of the Noosa Council (Council), the Property and Land Management team
has been inundated with inquiries from commercial operators wishing to commence commercial
businesses on Council owned or managed community land.
The current policy governing the administration of high use / high impact permits is the
Community Land and Complementary Commercial Strategic Policy which was adopted on the 27
April 2011 by the Sunshine Coast Regional Council (SCRC).
High use / high impact permits approved by SCRC were due to expire 30 June 2013, but were
extended for a further 6 months until 31 December 2013 for Divisions 11 and 12 due to
impending de-amalgamation. Transfer Manager Peter Franks further extended the expiry date for
all high use / high impact permits to 30 June 2014 to allow the new Noosa Council to consider its
policy position.
With the approaching 30 June 2014 deadline, a further report will be submitted to Council which
will address:
current activities and locations;
a future framework / policy for administration;
a tender process; and
a fee structure for permitted activities.
Since 1 January 2014, Noosa Council has not approved any high use / high impact permit
applications. This report proposes that no high use / high impact permits are offered to
applicants while the existing SCRC policy is under review and until a new framework / policy is
endorsed by Council.
RECOMMENDATION
That Council note the report by Co-ordinator Property and Land Management to the Planning &
Organisation Committee dated 25 February 2014 and determine that no high use / high impact
permit applications be approved until such time as the Noosa Council has adopted its future
policy framework for commercial use of community land.
