PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 FEBRUARY 2014
A high use / high impact application:
a) was subject to Council determination as to the number of permits, types of activities and
specific locations;
b) related to activities on beaches and waterways, popular or high use parks, some
roadways, pathways, footpaths and trails where locations had a higher intensity of use
and potentially more significant impact on the community; and
c) was subject to an expression of interest process every three years for a three year term.
Once an expression of interest period closed applications could still be submitted, however
no guarantees were given as to whether an assessment would be undertaken until the next
period.
The high use / high impact fee structure was set at $95 per square metre. For example:
Beach Equipment Hire 1, 42 square metres- $3,990 per annum. Learn to Surf 1, 39.5 square
metres -$3,752 per annum. Under the 2006 Noosa Council tender process, Beach Equipment
Hire 1 submitted an offer of $1,000 per year to conduct permit activities, while Learn to Surf 1
submitted an offer of $16,000 per year to conduct permit activities.
There were exceptions to the high use / high impact permit category. For example there is an
iconic lifetime permit for mobile refreshments on Noosa Main Beach and an ice cream van
has a 10 year permit expiring September 2020. These exceptions acknowledge the long term
business use of the area by both businesses.
In contrast, a low use / low impact permit was for one year only and could be granted for:
a) applications for locations which have a lesser intensity of use and can easily be
accommodated in the area;
b) irregular, occasional or regular minor use;
c) applications assessed as having no impact on the space or the community; and
d) on occasion where there is little competition in the marketplace for the requested use.
The low use / low impact application fee varied depending on activity – for example the
commercial fitness and itinerant food vendor fee was $223 per application.
PREVIOUS COUNCIL CONSIDERATION
SCRC endorsed the Community Land and Complementary Activity Strategic Policy on 27 April
2011. Due to the confidential nature of the report, the specific Council resolution is unavailable.
REPORT
Noosa Shire has always been an enviable place to operate a commercial business on community
land. In comparison to leasing commercial premises, overheads are generally lower and there
are opportunities to create profitable lifestyle businesses depending on the type of business and
broad appeal to patrons. This is offset somewhat depending on the activity on the vagaries of the
weather.
High use / high impact permit holders’ activities are concentrated either on Noosa Main Beach or
in close proximity to it due to the north facing aspect of the beach and high visitation numbers.
There are currently 14 activities undertaken by 11 permit holders (including the 10 year ice cream
van permit and the mobile refreshment iconic lifetime permit).
