This Submission has been authored by the following person(s) in reference to the development of a 195 room hotel located in Serenity Close, Noosa Heads Mr. Peter King 1/37 Katharina Street, Noosa Heads Email [email protected] FOREWORD DEVELOPMENT OF A 195 ROOM HOTEL / PROPOSED CHANGE TO APPLICATION SERENITY CLOSE, NOOSA HEADS LOT 11 SP195871 & LOT 10 SP335472 I tender this Submission in reference to the development of a proposed 195 room Hotel on the above allotments at the above address and underscore the impact and detriment it will engender on the peaceful liveability of the permanent and non-permanent residents residing in Katharina Street, Grant Street, Banksia Ave Nth, Natasha Street and Serenity Close and the unendurable influence it will have and cause on the movement of vehicles entering and exiting via Katharina Street and or Grant Street as these are the only currently available points of entry and exit. This submission is an endeavour to exhibit the TOTAL number of vehicle movements which may take place on any given day via Grant Street and or Katharina Street during the construction and operation of the proposed 195 room Hotel. Noosa Council must urgently consider vehicle traffic management solutions and produce a Traffic Management Plan to alleviate the impending large volume of traffic in order to circumvent the imminent foreseeable congestion of traffic movement and to accommodate the free flowing movement of vehicle traffic to or from the 195 room Hotel to be located at Serenity Close which can only currently be entered or exited via either Grant Street and or Katharina Street. Surrounding affected residents located in Katharina Street, Grant Street, Banksia Ave Nth, Natasha Street and Serenity Close are not against the development of an appropriately approved Hotel within the milieu of Serenity Close but they are deeply disturbed by the impending prodigious total number of vehicle traffic movements which will take place during the construction and the completion and operation of the Hotel. OVERVIEW No assumption was made nor included within this Submission as to the excess number of vehicles which may be parked on the road side outside each residence nor was any assumption made as to the total number of Hotel Staff and or trades personal which will be required onsite 24/7 during the construction and operation of the 195 room Hotel upon completion. There is also the necessity to establish and implement an approved Traffic Management Solution / Plan which is agreeable and acceptable to all surrounding affected residence to regulate the influx and movement of workers to and from Serenity Close via Katharina Street and or Grant Street for the duration of the construction of such a large development. An enduring solution for the free flowing movement of significant vehicle traffic movements must be devised and implemented before the impending commencement of the 195 room Hotel construction which is feasible and acceptable to all impacted parties. Several traffic movement solutions may be presented for consideration by Noosa Council Planning, with one possible solution being the creation of a connection to Jan Street / Coral Tree Ave by the developer of a 3rd entry exit road which can align into Jan Street / Coral Tree Ave thereby alleviating some of the impending prodigious total number of vehicle traffic movements. TRAFFIC MOVEMENT The attached Table exhibits the TOTAL number of allocated off road private vehicle parking spaces earmarked for each current individual residence (house or apartment) within each street. To establish / ascertain the number of ascribed off road private vehicle parking spaces within each of the surrounding streets (Katharina Street, Grant Street, Banksia Ave Nth, Natasha Street and Serenity Close) the vehicle garage(s) / space(s) of each residence (house or apartment) was deemed and enumerated to allow and present a scenario of current and future traffic movement along Grant Street and or Katharina Street. The only current means for the entry and exit of vehicle movements into Natasha Street or Katharina Street or Serenity Close or Banksia Ave Nth or Grant Street is via either Grant Street or Katharina Street. An accepted conservative methodology for evaluating and extrapolating approximate total vehicle entry and exit movements via Grant Street and or Katharina Street would appear to be the utilisation of one of the following 3 assumptions. Assume there is 2 vehicles per individual house / apartment Assume there is 1.5 vehicles per individual house / apartment Assume there is 1 vehicle per individual house / apartment The following Table exhibits assumptions for the total number of off-road vehicle parking spaces currently allocated to each residence as some of the residences have 2 vehicle parking spaces and some have only 1 vehicle parking space STREET NAME 2 OFF ROAD VEHICLE SPACES 1.5 OFF ROAD VEHICLE SPACES 1 OFF ROAD VEHICLE SPACES NATASHA STREET 51 34 25.5 KATHARINA STREET 143 95 71.5 SERENITY CLOSE SETTLERS COVE LUMINA APARTMENTS 37 25 18.5 EMERALD APARTMENTS 36 24 18 ILUKA APARTMENTS 22 15 11 RIVERLIGHT APARTMENTS 20 13 10 ELANDRA APARTMENTS 15 10 7.5 PETRIE MANSIONS 20 13 10 MACQUARIE LODGE 36 24 18 GRANT STREET 62 41 31 BANKSIA AVE NTH 20 13 10 TOTAL 462 307 231 PROPOSED HOTEL DEVELOPMENT 195 195 195 FINAL TOTAL VALUE 657 502 426 A final assumption can now be ascertained from each of the above Final Total Values. If we were to assume only 1 traffic movement for each of the Final Total Values (i.e. leaving and returning to and from their starting destination) the subsequent outcome would result in there being 852 vehicle traffic movements exiting and or entering via Katharina Street and or Grant Street each and every day. If we were to assume only 1.5 traffic movements for each of the Final Total Values (i.e. leaving and returning to and from their starting destination) the subsequent outcome would result in there being 1004 vehicle traffic movements exiting and or entering via Katharina Street and or Grant Street each and every day. If we were to assume only 2 traffic movements for each of the Final Total Values (i.e. leaving and returning to and from their starting destination) the subsequent outcome would result in there being 1314 vehicle traffic movements exiting and or entering via Katharina Street and or Grant Street each and every day. The above 3 assumptions clearly exhibit the impending prodigious total number of vehicle traffic movements which will occur 24/7 through Katharina Street and or Grant Street and do not even account for the additional flow of vehicles associated with construction workers, tradies, hotel staff, maintenance workers, delivery vans and superfluous and unrelated visitors. It is also an accepted assumption there may be occupancy vacancies within any house and or apartment on any given day or that there may be no traffic movement from any house and or apartment on any given day but these scenarios cannot be extrapolated and evaluated within this Submission due to the complexity of surveying the occupancy and movement to and from any house or apartment on any given day due to seasonal and or holiday periods which could result in fluctuations of traffic movement flows throughout the various high or low occupancy timeframes. Yours Sincerely Mr. P King 17th August 2023
