SPECIAL MEETING 12 DECEMBER 2024

The retention of the site in the High Density Residential zone is critical, to establish the predominant
use of the site for permanent housing and ensure if it is re-developed this occurs to its highest and
best use and not under-developed for single dwelling houses, allowed under the Tourist
Accommodation zone.

The current allowable height limit is 3 storeys and this will be maintained under the proposed High
Density Residential zone.

Recommendation
It is recommended the following changes be made to the proposed amendments as advertised in
response to submissions:
   • retain the proposed High Density Residential zone; and
   • include additional consistent uses of low cost accommodation (short-term accommodation)
where backpackers or motel, subject to impact assessment, over a maximum of 40% of the
site area and subject to a masterplan.

203-207 Gympie Terrace Noosaville
The advertised amendments proposed to rezone 203-207 Gympie Terrace from Tourist
Accommodation zone to District Centre zone and include it within a Mainstreet Precinct and include
the rear portion (formerly Lot 2) of 207 Gympie Terrace in the High Density Residential zone.

Submissions
The submitter supports the proposed District Centre zone and Mainstreet Precinct, but requested it
be extended over the rear portion of 207 Gympie Terrace which is proposed for inclusion in the High
Density Residential zone. The submitter also raises concern with the reduction in GFA citing it was
an adverse planning change. The submitter also requested flexibility in dwelling size, not just small
dwellings, and for the active frontage requirement not to extend to 207 Gympie Terrace and some
other minor matters. They also raised concerns with the need for dwellings to be ancillary to the
business.

Response
The key focus of the proposed Mainstreet is Thomas Street and the corner extent to Gympie Terrace.
It is considered reasonable the requirements for active frontages not extend to 207 Gympie Terrace
and be removed. This is consistent with the proposed changes to the extent of the Mainstreet
Precinct and District Centre zone applying to 185 Gympie Terrace - The Islander discussed below.

An unintended consequence of the proposed District Centre zone and High Density Residential zone
was a reduced plot ratio applying to this site. A loss of yield was not intended therefore the current
plot ratio of 0.8:1 allowed over this site will be reinstated.

Dwellings in the District Centre zone will provide accommodation for permanent residents but need
not be ancillary to the business use. A change from “ancillary” to “complementary to” with further
clarification that residential uses are in conjunction with business uses is warranted. Some
clarification of provisions regarding the District Centre zone and the Mainstreet precinct will be
undertaken to ensure the requirements are clear.

Under the current Noosa Plan 2020, dwelling must be small in the District Centre zone and there
was no change to this under the proposed amendments. Refer to the small dwelling size discussion
in section 6 below.

Recommendation
It is recommended the following changes be made to the proposed amendments as advertised in
response to submissions:
