SPECIAL MEETING 12 DECEMBER 2024

Recommendation
It is recommended a change be made to the proposed amendments to:
   • make the use of a dwelling house consistent and accepted development subject to
requirements if located on a lot less than 500sqm, in the Medium and High Density
       Residential zones; and
   • make the use of a dwellings house inconsistent on a lot 500sqm or greater in the Medium
       and High Density Residential zones.

6. Size of Small Dwellings
The advertised amendments proposed to amend the administrative definition of small dwelling to
decrease the size of small dwellings from 100sqm to 75sqm of gross floor area.

Submissions
Submissions raised concerns with the proposed small dwelling size stating 75sqm dwellings were
not financially feasible, the size limited housing diversity and did not provide a range in small dwelling
sizes up to three bedrooms. The submitter also stated 75sqm was difficult to provide for accessibility.

Response
The current bonus provisions within Noosa Plan 2020 have been successful in providing small
dwellings with the market reacting positively to dwellings less than 100sqm in area. It is
acknowledged not all small dwellings will be “affordable” given their location or amenity. Some
residents may choose to downsize from a house to an apartment if there were more available (as
evidenced by them taking up residence in established resorts where apartments are modest in size
but close to amenities).

Given the success of the current provisions and range of small dwellings coming to market under
100sqm and the need to provide a range of small dwellings from studios to 3 bedrooms as an
alternative to dwelling houses and option for downsizing, it is considered appropriate the small
dwelling size remain at the current 100sqm.

Recommendations
It is recommended that a change be made to the proposed amendments in response to submissions
to retain the current Noosa Plan 20202 small dwelling definition and small dwelling size of 100sqm
of gross floor area.

7. Mandatory Small dwellings requirement in the Medium and High Density Residential Zones
and dual occupancy as inconsistent in Medium Density Residential zone on lots 600sqm or
greater
The advertised amendments proposed:
   • mandatory 75% of all residential gross floor area as small dwellings in the Medium and High
       Density Residential zones;
   • dual occupancies to be inconsistent on lots 600sqm or greater.

Submissions
Submissions raised concerns with making small dwellings mandatory for 75 % of the gross floor area
stating it was an over-reach and not financially feasible. Submitters also objected to making dual
occupancies inconsistent on lots over 600sqm raising similar concerns to objectors to the proposal
of making a dwelling house inconsistent in the Medium and High Density Residential zones.

Submission regarding Pomona and Cooroy were concerned about growth and density, loss of
character and country town feel. Similarly submitters from Delorme and Wyandra Streets, Noosa
