EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Property Officer to the General Committee Meeting dated 16
January 2016 and:
A. Set fees and charges for the Noosa Holiday Parks to align with the cessation of the July 2018
Queensland school holidays; and
B. Adopt the Proposed General Cost Recovery Fees and Commercial Charges schedule for
Noosa Holiday Parks for the period ending 16 July 2018 as detailed in the tables contained
within the report.
REPORT
Current fees and charges for the Noosa Holiday Parks apply until the end of the summer peak
season on 28 January 2018. Council maintains an ‘advance’ fees and charges schedule for the
parks to allow for forward booking of sites by customers. Twice yearly Council reviews and amends
the fees as required to maintain the forward booking period. The purpose of this report is to propose
the adoption of fees and charges for a further 6 months to the end of the June - July 2018 school
holiday period.
In summary the following changes are reflected in the revised fees and charges schedule for
consideration:
Noosa River Holiday Park tariffs are proposed to increase by 2-3% in line with inflation (and
rounding), with the exception being the nightly tariff for a Noosa River Tourist Powered – Long
RV (recreational vehicle) which is increasing by 4-5%. The nightly tariff is currently only
marginally above the tariff for an unpowered site and significantly lower than a powered site
tariff. A Long RV unit is capable of drawing considerable power, and given these three Long
RV Sites are not serviced with sullage points (as other powered sites are) it is proposed the
tariff is set between the unpowered and powered site tariffs.
Boreen Point Campground tariffs are proposed to increase by between 9-11% to address the
current full cost pricing shortfall at the park (which will also bring fee levels more in line with
those at the North Shore).
Long Term Sites – Storage fees are proposed to increase from $24 per week to $26 per week.
Due to Council’s planned upgrade of the Noosa North Shore Beachfront Campground, forward
bookings after 1 June 2017 have been suspended at this site. Fee levels will be determined once
the redevelopment occurs and full cost pricing outcomes are known.
All Council business activities are required to operate on a full cost pricing basis to ensure the
competitive neutrality principle is complied with. Fees have been reviewed and amended to ensure
that cost recovery occurs for the Holiday Parks business activity.
