GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017
Overlay Provisions
The following overlay codes are applicable to this application:
Natural Hazard Bushfire & Acid Sulfate Soils.
The proposed development site has a low potential acid sulfate soils risk being on land having an
elevation of 5m-20m AHD, however given that extensive earthworks will be required, a condition
is to be imposed with respect to managing acid sulfate soils on the land.
4. CONSULTATION
IDAS Referral Agencies
The application was referred to the following IDAS Referral Agencies:
Concurrence
The application was not required to be referred to any State agencies.
Advice
While the site contains a small electricity supply easement for the existing transformer on the site,
it appears that the proposed extension to the existing function and dining area (Stage 4) will remain
behind the roof line and therefore not encroach into this easement area.
4.1. Other Referrals
The application was forwarded to the following internal Council specialists:
Environmental Health; and
Coordinator Engineering
4.2. Public Notification
The application was publicly notified for 15 business days in accordance with the Sustainable
Planning Act 2009. There were no properly made submissions received.
5. CONCLUSION
The proposed development involves a substantial extension to the existing Tewantin Noosa RSL,
being about 683.62m² of GFA and also including a substantial basement carpark area. The
proposed new development, including the basement carpark area covers a relatively large portion
of the western and southern portion of the subject land, which has a relatively high site cover and
reduced building setbacks.
Following some concerns being raised with the applicant about the original development proposal,
the scale of the development was reduced with the deletion of Stages 5 & 6. Further, some other
design changes were made with respect to maintaining a roof form that reflects the Tewantin
Locality.
There is some concern about the scale of the development on the land as a whole, but in particular
the new basement area for the RSL. Despite this, it is acknowledged that the proposed
development is consistent with the intent of the Community Services Zone and provides for more
than the required 15% landscaped open space for the subject land, when considered as a whole.
Substantial landscaping is required to be provided on the subject land, but in particular at the
Doonella Street and Pelican Street frontages.
Carparking for the proposed extension is considered acceptable having regard to the actual
increase in use area for the bar, gaming and lounge areas. Access has also been considered and
is acceptable, provided adequate provision is made to service the development from Pelican
Street.
Having regard to the nature of the community use, being for an expansion of existing RSL, which
is specifically contemplated at this location under the planning scheme, the development proposal
is recommended for approval.
