GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017
The recent Planning and Environment Court appeal regarding plans to expand Noosa Civic
involved consideration to commercial impacts on existing traders in Noosa Junction as a factor
relevant to determining the suitability of the proposed retail development. Assessment of proposed
significant retail developments has included a long-established practice of having regard to the
impacts on trading within other established centres.
Alternative wording is suggested as follows:
Planning schemes should plan for an appropriate hierarchy of business centres and employment
areas. Business centres are to be categorised in accordance with their intended function including
at regional and local levels. While it is appropriate for some limitations in size and type of retail
outlets in centres, this should be related to higher order retail offerings and only as needed to
ensure the role of the centre is maintained and that the role of other centres is not unreasonably
affected. Otherwise, business zones should allow for the widest opportunities of enterprise
activities with the lowest appropriate level of assessment.
