It will avoid the current significant risks to public health and safety, especially for recreational users of beaches and
boating areas by providing a safe dedicated access point for vessels into the fish habitat area and beyond.
At present there are no compliant disability access points within close proximity to allow safe and equitable access to
the fish habitat area, the public jetty will be able to fulfil this gap within the provided infrastructure.
The community of Noosa has demonstrated in particular within other key planning documents and publications its
desire to see a reduction and minimization of high boat wash activities within the Noosa River between the areas of
Noosaville through the system to the everglades.
The provision of a public jetty would assist in achieving this strategic goal as enunciated within the Noosa River Plan.
This would be achieved by the removal of over 1,500 large vessel movements a year for the system by the relocation
of their eco-tourism activities relocated to occur in a new purpose built vessel operating from the public jetty and
accessing the Everglades and localities from it.
The Noosa community vision and aspirations in this regard are quite clear, as set out within the Noosa River Plan?,
1. VISION FOR THE NOOSA RIVER SYSTEM
The Noosa River system is—
- Recognised internationally for the natural, recreational, scenic, cultural and economic values flowing from the
river’s rich biodiversity and habitat,
- | Managed within an effective coordinated framework that strives for sustainability and best practice in nature-
based recreation and ecotourism, and
- Valued by government, industry and community which take an active role in protecting and rehabilitating
riparian areas and ensuring that development and activities in and on the river system and on tidal lands are
sustainable.
Timelines
The Discovery Group appreciates the discussions that have occurred to date with Council and the numerous State
Government Agencies.
The Discovery Group has entered into a Heads of Agreement with the current lease holder and as such must active
with diligence to proceed with its investigation at a reasonable pace to be respectful of this agreement.
November 11 has been set as a date where key elements need to be completed and it is at this stage where the
Discovery Group will require Noosa Council to have provided advice on this proposal and the prospects in regards to
being able to achieve the outcomes being sought.
Conclusion
The establishment of a public jetty at Elanda Point has significant benefits to the community of Noosa. The Discovery
Group is genuine in wishing to be able to deliver its ongoing eco-tourism operations in a world’s best sustainable model.
The establishment and undertaking of the necessary applications, design, legislative requirements and contractual
requirements with Noosa Council presents the best opportunity to achieve these outcomes.
