Proposal
The Discovery Group proposes to Noosa Council that they formally consider the request to be the “Applicant” for the
Carrying out Operational Works for Prescribed Tidal Works (application for a jetty) to enable The Discovery Group to
establish a commercial operation for its Everglades Eco-Tourism operations — from the public jetty.
As part of the consideration The Discovery Group would, as included above wish to enter into an agreement with
Noosa Council whereas The Discovery Group would;
e Provide an undertaking that all high speed vessel movements from the location at Gympie Terrace — to the
Everglades, would cease.
e Prepare and submit all necessary applications via our consultant RG Strategic.
e Meet all application costs including specialists reports, design, engineering and council fees; preparation of
MOU;
e Meet the construction costs for the jetty through an open tender process;
e Have acommercial tenure (lease of suitable terms) on part of the jetty to enable safe and ongoing operations
of its vessels; and
e Undertake necessary repairs and maintenance.
e = Offer full indemnity to Noosa Council (via an MOU).
¢ Meet all costs for the annual Department of Natural Resources Mines lease fees.
Support
As outlined above, the Company has received in principle approval from the Department of National Parks, Sport and
Racing to proceed with the re-development of the site.
The project has also received overwhelming support from key stakeholders and received written endorsement from:
e Department of Tourism, Major Events, Small Business and the Commonwealth Games.
e Tourism and Events Queensland
e Visit Sunshine Coast
e Tourism Noosa
(A copy of these are attached to this submission.)
Community and Industry Benefit
The proposal will result in the removal of over 1,500 high speed vessel movements, to be replaced from the public
jetty with low draw, low wash vessels specifically designed to deliver minimal impacts. The public jetty will facilitate
access to Lake Cootharaba and adjoining waterways for canoe, kayak and other water based activities.
The proposed location is one which has strong planning merit within spatial based locality assessment. Located directly
adjacent to the existing camping grounds and public access national park it serves to improve the current poor
accessibility to the areas that presently exists.
The proposal does not require any associated infrastructure to be located within the declared fish habitat area. The
location is one that is entirely suitable as the required amenities, services, parking, etc. is all insitu, operational and
located on land outside of the habitat area.
At present there are no compliant disability access points within close proximity to allow safe and equitable access to
the fish habitat area, the public jetty will be able to fulfil this gap within the provided infrastructure.
