This Vegetation Management and Covenant Area Rehabilitation Plan has been prepared to satisfy Conditions 5 - 7 of the Development Approval
issued for Lot 2 on RP131369 (Council Reference RAL21/0003). Condition 5 (d) states that the required covenant document will reference a
Vegetation Management Plan to be submitted as part of an Operational Works application. Amongst other things the VMP will address:

i. The right of the landowner to continue to utilise and maintain the two existing dams and dam walls on the property,
ii, The right of the landowner to have electricity within the covenant for the purpose of dam pumps
Condition 6 states that the following works must be undertaken within the land to be covered by the vegetation protection covenant:

a. Clearing and control of declared plants under the Biosecurity Act 2016, and any Council Listed Environmental Weeds, Exotic Grasses and
other plants identified in writing by Council

b. Restoration of cleared areas to achieve the equivalent floristic composition of a similar undisturbed regional ecosystem.
The works must be undertaken in accordance with an Operational Works approval.

Condition 7 states that a permanent fence must be constructed to protect the proposed covenant areas. The fence must be constructed in
accordance with an Operational Works approval and must be to the following specifications:

a, Stock proof to prevent domestic animals grazing in the area

b, Allow for the passage of native fauna by:

i. allowing adequate clearance at ground level for local macropods
ii. not including any use of barbed wire or similar materials

iii, providing regular opportunities for passage over and through.

This Plan prescribes the various rehabilitation methodologies required to meet these conditions and to enhance the ecological resilience of the
rehabilitation area. The Plan also includes fencing specifications to satisfy Condition 7 of the Decision Notice.

REHABILITATION OBJECTIVES

1. The primary objective of the rehabilitation program is to restore and enhance floristic and structural integrity to the Covenant Area.

2. Objective 1 will be achieved via targeted treatment of exotic weed taxa, with revegetation generally only required in areas left cleared of native
vegetation as a result of weed control works.

OVERALL RESTORATION STRATEGY

The Covenant Area comprises a total area of 2.33ha and predominantly consists of vineforest regrowth, with small cleared areas adjoining the
ssouthem boundary as a result of weed removal works.

The area contains a moderate level of weed presence including areas of camphor laurel in the mid-storey and Lantana in the understorey,
Overall, the site contains medium to high in-situ ecological resilience. An ‘assisted natural regeneration’ management approach (as defined
within the South-East Queensland Ecological Restoration Framework) is anticipated to be required within the rehabilitation area,

WEED MANAGEMENT

WEED SPECIES TO BE CONTROLLED

Weed management is to include the management of all
environmental weeds from Covenant Area including (but not limited
to) those listed in Table 2, as well as any additional weeds listed in
the following documents:

« — Restricted Matters (Invasive Plants) listed under the QLD
Biosecurity Act 2014;

¢ — Weeds of National Significance (WONS) under the
Commonwealth Government Weeds strategy;

« — Invasive Naturalised Plants in South East Queensland, 2002,
Queensland Herbarium;

« — Noosa Planning Scheme Policy 2 - Landscaping

¢ — Pest plants listed in Schedule 1 part 3, Schedule 2 and Non-
scheduled invasive species within Noosa Council's
Biosecurity Plan 2020; and

« — Any other exotic plants known to exhibit weed characteristics
(i.e. Invasive, competitive characteristics).

ESTIMATED SCHEDULE

Weed management is to comprise an initial treatment application to
all observable exotic taxa as required. One follow up treatment will
also be undertaken approximately 3 months after the initial treatment
to control any remaining weed species missed or in which initial
treatment was ineffective.

GENERAL METHODS

All works are to be conducted in line with the SEQ Ecological
Restoration Framework. All weed treatments to comply with Minor
Use Permit PER11463 & 82307, product labels and individual SDS,
and other applicable permits as well as the Chemical Usage
(Agricultural and Veterinary) Control Act 1988, Agricultural Chemical
Distribution and Control Act 1966, and the Work Health and Safety
Act 2011 (including all applicable Regulations).

All weed management works are to be conducted by experienced
persons proficient in both native species and weed species
identification. The method adopted for removal of weeds from the
site will be dependent upon the physical stage of development of
individual weed specimens. Only herbicides registered for aquatic
use as detailed on the manufacturer's specifications are to be
applied within or immediately adjacent to waterbodies. Herbicide
sprays should be applied in non-windy conditions in order to prevent
incidental poisoning of native species and not on days preceding
forecast rainfall. A period of three to four weeks is usually required
between herbicide application and revegetation.

ASSISTED NATURAL REGENERATION

Assisted Natural Regeneration management will be undertaken
within the Riparian Buffer Area as it is dominated by existing
established native vegetation with a low level of exotic weed
invasion. Assisted Natural Regeneration applies:

* To natural areas where the native plant community is largely
healthy and functioning;

» When native plant seed is still stored in the soil or will be able to
reach the site from nearby natural areas, by birds or other
animals, wind or water,

e Where the natural regeneration processes (seedling
germination, root suckering, etc.) are being inhibited by external
factors, such as weed invasion, soil compaction, cattle grazing,
mechanical slashing, etc.;

» — When limited human intervention, such as weed control, minor
amelioration of soil conditions, erection of fencing, cessation of
slashing, etc. will be enough to trigger the recovery processes
through natural regeneration; and

» When the main management issue is weed infestation and/or
current land use practices.

The re-establishing plant community will be substantially similar in
structure, composition and diversity to the original vegetation type
(based on the Regional Ecosystem (Pre-Clearing) mapping). It is
expected the general management techniques are to follow the
principles of:

1. Identifying nodes of resilience;

2. Working to strengthen identified nodes and protect and
encourage all existing and naturally regenerating species
through assisted natural regeneration processes; and

3. Working outwards from nodes of resilience to increase the size
of nodes and gradually connect to other nodes of resilience.

PERFORMANCE CRITERIA

Performance criteria have been set to provide easily identifiable and
quantitative indicators of revegetation progression.

Table 1 identifies the performance criteria to be used to assess the
success of the weed control works. These performance criteria must
be met for the works to be considered successful. The rehabilitation
works are to be assessed against these Performance Criteria to
ensure compliance with this Rehabilitation Plan.

Certification is to be issued to Council at the completion of works to
demonstrate that the rehabilitation works have achieved the
nominated Performance Criteria.

FENCING

Condition 7 of the Decision Notice requires that a permanent fence must be constructed along the entire length of the
interface of the site with the Covenant Area. The fence must be constructed in accordance with an Operational Works
approval. The fence must be constructed to the following specifications:

a. 1.2 metres high;

b. 3 strand plain wire (no barbed wire);

c. Bottom strand no less than 300mm off the ground; and

Fencing is proposed generally in alignment with the edge of Covenant Area B in Lot 2 as per Condition 7. 3 strand wire
and or hinge joint wire fencing is proposed.

Covenant Area A in Lot 1 is already provided with boundary fencing along its eastern perimeter and within close proximity
to its north and southern perimeters. It is understood hinge joint wire fencing has been erected adjacent to the western
boundary of Covenant Area A and connects to the northern and southern boundaries of Lot 1. The alignment of the fence
is depicted in red in Plate C. Therefore, Covenant Area A is now fully fenced against stock intrusion. If stock damage the
fence or gain access to the covenant area, a single strand electric fence can be included.

covenant for the purpose of dam pumps.

Note that the dams and dam walls have been excluded from the revegetation area to
achieve the above conditions. However, they have been included within the assisted
natural regeneration area as weed management is still applicable in these areas.

Revegetation within denuded areas is to include species drawn from the species
palette listed in Table 3 to achieve the performance criteria listed in Table 1 (refer RP-
03). Plate D depicts an example of a denuded area requiring revegetation.

REVEGETATION METHODOLOGY

The methodology for the revegetation program is to generally occur in the following
chronological order:

1. Clearly mark any existing native species that may be obscured within the weed
control areas to prevent incidental damage during site preparation and weed
control activities.

2. Undertake comprehensive weed control, including control/removal of woody weed
species as well as herbicide treatment of all herbaceous weeds and pasture
grasses.

3. Once herbicide treatment has taken effect, plants can be installed.

4. Water in plants as required.

PLANTING SPECIFICATIONS

Site Preparation

Existing exotic weeds within the Covenant Area are to be treated/removed a minimum
of three weeks prior to planting commencing. Refer to RP-03 for weed management
specifications.

Planting

Once weed treatment has taken effect, individual planting holes are to be manually dug
or by mechanical auger at the densities prescribed within this Plan. Plants are to be
provided as 50mm native tubestock. As a minimum, all tubestock is required to:

e Have a significantly established root system;

e Not display signs of ‘yellowing’, leaf or stem damage or disease, root
curling/girdling or restriction related to being ‘pot bound’;

e Shrubs to have a single, straight trunk that is a minimum of 25cm tall for 50mm
tube-stock; and

e Be sun hardened.

All tubestock is to be installed as per the Specification detailed in Figure 1.

Watering
Planting is to occur as follows;

. Planting must not occur unless soil moisture is adequate;

° All stock must be watered immediately prior to planting;

. All planting holes are to be pre-watered prior to installation of tubestock; and
. Apply an initial establishment watering.

Mulch

Each plant installed is to have a minimum 500mm x 500mm ‘ring’ of organic mulch (e.g.
sugar can mulch) applied to a depth of 100mm.
Plant Density
As agreed on site with Conor Neville of NSC, low density planting of canopy trees must
occur in the nominated reconstruction area. The following plant density is prescribed for
this purpose:

¢ Canopy Trees 1 per 9x9m?

Plant Numbers

An estimate of plant numbers required is provided below (based on 0.13ha). Final plant
numbers are to be determined by the amount of generally cleared area available
subsequent to weed control works.

e Canopy Trees - 16
Plant Diversity

The following minimum diversity must be implemented:
e Canopy Trees — No less than 4 species from Table 3

Planting Species Palette

A list of suitable species to be used is presented in Table 3. Additional species may be
used if they are locally indigenous to the Regional Ecosystem 12.11.10/12.11.2
rainforest / wet sclerophyll forest community. Where the species listed are not available
at time of works then similar native alternatives that occur within the local vegetation
communities may be utilised. Species substitution must be undertaken in conjunction
with advice from a specialist native plant nursery (e.g., Landcare).
