2 GENERAL 2.1 Existing Site The existing site is currently vacant having recently undergone earthworks as part of the realignment of Gateway drive and the construction of Bunnings. The site is sparsely covered with vegetation including young trees and grass and the clearing of this vegetation will be required as part of these works. The site also contains an advertising sign which is required to be removed prior to development. The site generally falls to the north of the site at an approximate grade of 10% and currently drains to pits on the south side of Gateway Drive. The maximum level on the site is approximately R.L 22.0m AHD along the south boundary falling to R.L 17.0m AHD in the north. Refer to Appendix A. The site currently has no driveway crossovers. 2.2 Proposed Development The proposed development is for a tyre retailer to be located on Lot 102 on SP241371 along Eumundi- Noosa Drive, Noosaville. The total site area is 1,266 m2 and is proposed to consist of 578.9 m2 for the tyre retailer building located along the southern boundary of the site. A total of 15 car parks will be provided on site. Access to the site is proposed to be provided via two locations, an all-movements access to the west on Gateway Drive and a left-in only on the New Gateway Drive to the east. The eastern access is proposed as the designated access for delivery vehicles with a keep clear zone provided to enable adequate storage for a 12.5m HRV to enter the site. It is understood that the access to the east was not favoured by during the pre-lodgement meeting however since then the access has been modified with details discussed in Section 8, it was determined that this second access would allow delivery vehicles to pass through the site rather than requiring an internal turnaround area and provide a safer environment for vehicles and pedestrians as trucks will not be required to complete complicated reversing movements. 3 EARTHWORKS Earthworks will be required on site to enable construction of the proposed building and associated car parking and access. This will be achieved through cut and fill with the intention of achieving a balanced earthworks operation. Earthworks drawings can be seen in drawings number 205-002-C04.01 attached at Appendix B. 205-002-003R Mogpropmanagement Pty Ltd Page 2 Engineering Report / Rev 1 Gateway Drive, Noosaville 3/10/2014

4 CONCEPT SITE DESIGN GEOMETRY
It is proposed that access to the site will be provided via two driveway cross-overs to facilitate an all-
movements access to the west and a left-in only to the east. A total of 15 car parks will be provided, 6
staff parks in the first row and 9 customer parks in a second row and will be located to the north of the
site.
The proposed tyre retailer building will be located along the southern border of the site with the following
approximate dimensions:
Width – average 13.75m;
Length – 44.8m;
Offset from southern boundary – 0m.
The minimum width of trafficable areas throughout the development will be 6.4m.
The proposed development layout can be seen in Figure 4.1 and is attached at Appendix A.

5 STORMWATER MANAGEMENT A stormwater management plan has been prepared under separate cover. A summary of the stormwater management plan is provided as follows: Water quality objectives have been demonstrated to be achieved through the implementation of a treatment train that incorporates gross pollutant traps/filter bags and a ZPG Storm filter system to reduce total suspended solids (TSS), total phosphorus (TP), total nitrogen (TN) and gross pollutants. Appropriate erosion and sediment control measures will be required to be prepared and implemented on site during construction activities in order to minimise water quality impacts during the construction phase. The stormwater quantity management assessment demonstrates that overland flow within the network is reduced as a result of this development by the inclusion of the pipe network on the development site. Gateway Drive will therefore benefit as result of reduced overland flow contributing to the road. A PC-drain analysis determined that the proposed internal stormwater network was sufficient to accommodate 10 year ARI flows. Notwithstanding the assessment, further detailed design of the internal stormwater system and connection to the existing pipe network will be required to be undertaken as part of the future Operational Works application for the development. 6 SEWERAGE Operational Works drawings obtained through Councils’ online development service show approved plans for the construction of a sewer manhole serviced by a DN160 PE100 pipe in the northern corner of the site. Preliminary site investigations confirmed that this has already been constructed. 7 WATER SUPPLY Operational Works drawings obtained through Councils’ online development service show approved plans for the construction of a 50mmØ house connection and 150mmØ fire service connection located in the south west corner of the site. 205-002-003R Mogpropmanagement Pty Ltd Page 4 Engineering Report / Rev 1 Gateway Drive, Noosaville 3/10/2014

8 SITE ACCESS A Traffic Report has been prepared under separate cover. A summary of the Traffic Impact Assessment is provided as follows: The all movements’ access on the western boundary of the site has shown minimum sight distance requirements as per Austroads Guide to Road Design – Part 4A: Unsignalised and Signalised Intersection. This site access was originally proposed as a left-in left-out access and was considered generally unacceptable in the pre-lodgement meeting. It has since been reduced to a left in only and therefore not required to meet intersection sight distance requirements with the following supporting information; The existing road is required to provide stopping sight distance SSD; Gateway Drive has a low operating speed due to the geometry of the road and proximity to the roundabout; A keep clear zone will be provided within the site with adequate storage for a 12.5m HRV to ensure no disruption is caused to through traffic; Maintaining two site access points will eliminate the requirement of trucks to perform internal turnaround maneuvers or reverse into the road; Adequate turn path provisions are provided. 9 ELECTRICITY AND COMMUNICATIONS SUPPLY The DBYD information (attached at Appendix C) and a phone call to Energex confirmed that the site has multiple power connection options including overhead and underground power. The selection of the appropriate connection requires detailed information on the sites expected power usage and will be defined at the operational works stage of this project. The DBYD information also revealed the location of communication network infrastructure with Optus underground network cables running along the northern side of Eumundi-Noosa Road with an Optus pit located to the west of the intersection of Gateway Drive and Eumundi-Noosa Road. The location of this communications infrastructure is attached at Appendix C. 205-002-003R Mogpropmanagement Pty Ltd Page 5 Engineering Report / Rev 1 Gateway Drive, Noosaville 3/10/2014

10 CONCLUSIONS Projex Partners have been commissioned by Mogpropmanagement Pty Ltd to provide engineering services to support a Material Change of Use application for a proposed tyre retailer to be located at Lot 102 on SP241371 located at Gateway Drive, Noosaville. It is assumed that the information provided by this report demonstrates the suitable of this site for the proposed development. Access to the site will be provided via two driveway cross-overs, one all movements access along Gateway Drive to the west and another left-in only on New Gateway Drive to the east. The notional site layout allows for 15 car parks and a total ground floor area of 578.9m2 of allocated light industry ground floor area for the tyre retailer. A stormwater management plan was prepared and revealed that water quality objectives can be achieved through the implementation of a treatment train that incorporates gross pollutant traps/filter bags and a ZPG Storm filter system to reduce total suspended solids (TSS), total phosphorus (TP), total nitrogen (TN) and gross pollutants. The stormwater quantity management assessment demonstrates that overland flow within the network is reduced as a result of this development by the inclusion of the pipe network on the development site. Gateway Drive will therefore benefit as result of reduced overland flow contributing to the road. There is a sewer manhole located to the north of the site that will be internally connected. Water supply will be provided via the existing connection point to the south west corner of the site. A Traffic Report was completed separately confirming compliance of the two site access points including demonstration of turning paths for a 12.5m HRV and relevant site distance compliance. Power supply is available via existing infrastructure along Eumundi-Noosa Drive to the south of the site. 205-002-003R Mogpropmanagement Pty Ltd Page 6 Engineering Report / Rev 1 Gateway Drive, Noosaville 3/10/2014

ESSENTIAL PRECAUTIONS AND APPROACH DISTANCES Note: If the following clearances cannot be maintained, please contact Optus Network Operations Asset Analysis Team for advice on how to resolve the situation. 1. On receipt of plans and before commencing excavation work or similar activities near Optus plant, carefully locate the plant first to avoid damage. Engage an Optus accredited locator to undertake exposure of the Optus plant when working within the following approach distances. Where Optus plant is in an area where road and footpaths are well defined by kerbs or other features a minimum clear distance of 1.0m must be maintained from where it could be reasonably presumed that plant would reside. In non established or unformed reserves this distance must be at least 3 metres. In country or rural areas which may have wider variations in reasonably presumed plant presence, the following minimum approach distance applies: a) Parallel to plant: 5 metres Note: Indicated depths may vary significantly and pot-holing needs to be undertaken within extreme care, commonsense and using techniques least likely to damage cables. Potholing is only to be undertaken by an Optus accredited plant location contractor. If construction work is parallel to Optus plant, then carful hand digging or using non destructive water jet method (pot holing) at least every 5m is required to establish the location of the plant, confirming the location of the plant prior to work commencing. Under no circumstances is crossing of Optus plant to be performed without first exposing the Optus plant and having an Optus representative present onsite. 2. Maintain the following minimum clearance between construction activity and the actual location of Optus plant. Jackhammers / Pneumatic Breakers Not within 1.0m of actual location Vibrating Plate or Wacker Packer Compactor Not within 0.5m of actual location 300mm compact clearance before compactor can be used across Optus ducts 750mm compact clearance cover before compactor can be used across Optus Direct Buried cable Boring Equipment Not within 5.0m of actual location without Optus representative onsite (in-line, horizontal and vertical) Constructor to hand dig or non-destructive water jet method (pot holing) and expose the Optus plant Not to cross the Optus plant without first exposing the plant at the crossing point and without Optus representative onsite Heavy vehicle Traffic (over 3 tonnes) Not to be driven across Optus ducts or plant with less than 600mm of cover Depth to be verified via hand digging Mechanical Excavators, Farm ploughing, Boring, Not within 1.0m of actual location Tree removal, fencing Constructor to hand dig or use non-destructive water jet method (pot holing) and expose plant Optus Communications Page 3 of 4
