Section 4
22 May 2023 1 INTRODUCTION The following Maintenance Plan addresses the inspection and maintenance procedures to be undertaken for the on-site stormwater quality improvement devices during the construction and operational phases of the project. During the construction phase and maintenance period, the Developer shall be responsible for the monitoring and maintenance of the bioretention basins on site. Thereafter, the site manager shall be responsible for ongoing monitoring and maintenance. All maintenance and amendments necessary to achieve and/or maintain the required treatment performance must be recorded and appropriate steps taken to inform those responsible of any required actions. Layout plans and details of the proposed stormwater quality treatment devices and rainwater tank are attached in Appendix 1. For further details of the development’s stormwater quality treatment devices, refer to the Stormwater Management Plan prepared by MPN Consulting. 2 CONSTRUCTION PHASE Bioretention basin construction shall be undertaken in accordance with the Healthy Waterways Construction and Establishment Guidelines: Swales, Bioretention Systems and Wetlands Version 1.1 April 2010. Filter media in the bioretention basin is only to be installed once the “Construction” Stage involving the Civil Works required to create the land forms associated with the development and installation of the services. Once this has been completed, the construction of the functional elements of the bioretention basin can be commenced as part of the early landscaping works prior to the “Building Phase” of the development. During the “Building Phase” of the development, a protective layer shall be placed over the filter media. This protective layer consists of a geofabric layer with 25mm topsoil and a turf layer, with silt fences around the boundary of the basin. After completion of the “Building Phase”, the geofabric and turf are to be removed with the filter media reprofiled and planted in accordance with the proposed landscape design. The above protection method is consistent with Option 1 detailed in the Construction and Establishment Guidelines. Bioretention basin construction inspection checklists and sign off forms from the Construction and Establishment Guidelines are attached in Appendix 2. Excellence with Economy in Engineering 3 https://mpncnetau.sharepoint.com/sites/administration/shared documents/7000-7999/7700- 7799/7700/reports/22-05-23 operational management and maintenance plan_issue a.docx`

3 OPERATIONAL PHASE
3.1.1 Bioretention Basin
3.1.1.1 General
Vegetation in the bioretention basin plays a key role in maintaining the porosity of the filter media
and a strong healthy growth of vegetation is critical to its performance. The establishment of
plants after the construction phase and ongoing maintenance is therefore a fundamental part of
the operation of the entire device.
Overflow pits require careful monitoring, as these are prone to scour and a build-up of sediment,
debris and gross pollutants. Debris can block outlets and can be unsightly. Inspection and removal
of debris should be undertaken regularly and debris should be removed whenever it is observed
on-site.
3.1.1.2 Maintenance Program
Maintenance of the bioretention basin would involve the following activities:
• Removal of sediment where it is smothering the bioretention basin vegetation;
• Manual removal and management of invasive seeds. Note herbicides should not be used as
they would contaminate the downstream receiving waters;
• Debris removal in the bioretention basin and adjoining areas;
• Repair any damage to the profile as a result of scour, rill erosion or vehicle damage by
replacement of appropriate fill (to match onsite soil) and revegetation;
• Till the bioretention basin surface, or remove the surface layer, if there is evidence of
clogging;
• Regularly water the basin vegetation until plants are established and actively growing;
• Fertilising of plants with environmentally friendly products;
• Removal of plants that have died and replacement with plants of equivalent size and
species as detailed in the Landscape Architect’s planting schedule;
• Pruning to remove dead or diseased vegetation material and to stimulate growth;
• Vegetation pest monitoring and control; and
• Inspection and repair of the subsoil drainage system.
Table 1 below sets out the recommended frequency for inspections and maintenance of
bioretention basins during the Operational Phase. Note the Schedule is a guideline only. Routine
clean out and maintenance should be scheduled based on the outcome of routine inspections.

For additional information and guidance on how to undertake maintenance activities, refer to the
Healthy Waterways: Maintaining Vegetated Stormwater Assets Version 1 February 2012.
A bioretention basin inspection and maintenance checklist from the Maintaining Vegetated Assets
Guideline is attached in Appendix 3.
3.1.1.3 Watering
Time of year and the climate will determine the frequency of watering. However, during
establishment, regular watering is essential for plants. Successfully establishing plants is
dependent on the frequency of watering, which in turn is dependent on rainfall, the maturity of the
plant stock and the water-holding capacity of the soil. The following watering program is generally
adequate but should be adjusted to suit site conditions:
• Week 1 – 6 5 visits per week
• Week 7 – 10 3 visits per week
• Week 11 – 12 2 visits per week
In the absence of rain, it is recommended that each plant receives 2.5 – 5.0 litres of water per week
during the first six weeks (40mm of watering per week during establishment).
After the initial four-month period, watering may still be required, particularly during the first
winter or dry period. Watering requirements for healthy vegetation can be determined by ongoing
inspections.
