Cooroy Hinterland Park Flood Assessment
1 INTRODUCTION
Hydrology and Water Management Consulting (HWMC) has been commissioned by Noosa
Council to undertake a flood assessment for the proposed Hinterland Park at Cooroy. The site is
located on Lot 1 and 2 of RP153299 and Lot 3 of SP230055. Works are also proposed within the
adjacent Maple Street road reserve. The site is situated on the cleared open space between
Cooroy Creek and the Cooroy Library.
Flood levels at the site are dominated by Cooroy Creek events however there is also a local
catchment which drains through the site from the south.
The objectives of this investigation are as follows:
• Utilise Noosa Council’s established flood model of Cooroy Creek to undertake a flood
assessment of the proposed park and determine the potential for adverse flood impacts.
Provide recommendations in relation to managing potential risks.
• Assess flood risks associated with runoff from the local catchment in the south.
• Prepare flood mapping of the site to describe flooding characteristics including peak depths,
velocities and peak flood level impacts.
• Provide discussion and recommendations around flood safety aspects and flood resilience.

The existing site generally has current ground elevations ranging between 105 and 106 m AHD (excluding the gullies). The site is shown overlaying Google Imagery on Image 3-1. Image 3-1 Site Location and Google Imagery Peak flood levels at the site are dominated by Cooroy Creek flood events. Peak flood levels at three locations across the site are provided on Image 3-2. These levels are taken from Council’s established Cooroy Creek flood model (WMA Water, 2018, Six Mile Creek Flood Study) and are based on the site in its existing condition. J00318R1V1 3
Page 8
Cooroy Hinterland Park Flood Assessment Image 3-2 Peak Site Flood Levels 3.2 Proposed Site Council propose to construct a nature-based adventure playground on the site. It is to consist of open green space, nature exploration areas, natural climbing structures, replicated creek water play area, public toilet building, seating, picnic shelters and BBQs. Ground levels on the site will be reshaped to suit the proposed playground form. Design contour information has been provided by Form Landscape Architects for use in this investigation to represent finished surface levels of the park. Additional carparking is also proposed on the south-west side of Maple Street and to the north of Cooroy Creek. A design surface for these carparks has been provided by Noosa Council and included in the flood modelling assessment. An overall site information plan by Robinson Architects is provided on Image 3-3. J00318R1V1 4

4 COOROY CREEK FLOOD MODELLING
Cooroy Creek flood modelling has been carried out based on the flood models produced by WMA
Water for the 2018 Six Mile Creek Flood Study. Minor updates have been undertaken as
necessary to ensure the existing site is adequately represented in its current form.
A summary of the established flood model details is provided below for reference.
• Hydraulic modelling has been carried out using TUFLOW software developed by BMT in
Brisbane. TUFLOW is a computational engine that provides one-dimensional (1D) and
two-dimensional (2D) solutions for the free-surface flow equations to simulate flood and
tidal wave propagation.
• Ground levels and hydraulic roughness values are represented using a 5m grid.
• Ground levels in the model are primarily based on Aerial LiDAR Survey (ALS)
• Hydrologic modelling of the catchment has been carried out using WBNM software
developed jointly by the University of Wollongong, Rienco Consulting and Balance R & D.
This report presents results of two hydraulic modelling scenarios as follows:
• Existing Case – This is the base case for the impact assessment and reflects the site in
its existing condition.
• Proposed Case – Incorporates the hinterland playground in its proposed form
represented by changes to model ground levels and hydraulic roughness values.
4.1 Existing Case
Council’s established TUFLOW model used for the 2018 Six Mile Creek Study has been updated
for this investigation as follows:
• The TUFLOW model has been updated to a more recent version of TUFLOW and is now
run using the HPC solution scheme which allows significantly reduced model runs times.
• Hydraulic roughness mapping of the existing site has been refined based on a recent site
visit in conjunction with recent aerial imagery. A Manning’s ‘n’ hydraulic roughness value
of 0.06 has been applied to cleared areas of the existing site which is the value applied to
‘open space’ in the model.
Model ground levels of the existing site have been compared to site survey and found to be a close
match.
The existing case model has been run for the following design flood events.
• 1% AEP event for future climate conditions at year 2100 (major event).
• 10% AEP
• 50% AEP (minor event)
This provides an appreciation of Cooroy Creek flood characteristics during a minor, intermediate
and major flood event.
Results of the updated Existing Case model have been compared to those of Council’s established
results and found to be a close match (within +/- 100mm). Therefore, the updates made to the
model have not altered peak flood level predictions at the site.
Peak flood depth and velocity mapping of the existing case results are provided in Appendix A.

4.2 Proposed Case
The proposed hinterland park has been incorporated into the TUFLOW model based on design
surface contour information by Form Landscape Architects. Various updates have been made to
the design surface as part of this investigation and these are outlined below.
• In some areas the design contours were found to extend into areas that will not
realistically be modified for the project (for example the vegetated banks of Cooroy
creek). These areas have been excluded from the design surface modelled and left as
per the existing state.
• The design surface was found to have high ground proposed along the northern side of
Maple Street and south of the proposed open space area. It was necessary to exclude
this high ground from the proposed case modelling because adverse flood impacts were
predicted. These areas have been left as per existing ground levels.
• Some minor lowering of surface levels along the northern boundary of the site have been
incorporated for flood level impact reduction.
• The design contour elevations have been globally reduced by 100mm to mitigate peak
flood level impacts.
Details of the updates to the proposed case design surface are shown on Image 4-1.

Page 12
Cooroy Hinterland Park Flood Assessment The two proposed carparking areas have been incorporated into the model based on design surface information provided by Noosa Council (design surface provided as dwg file on 16/8/19). The extent of the carpark design surface is shown on Image 4-2. Image 4-2 Carpark Design Surfaces (Shown in Orange) The Manning’s ‘n’ hydraulic roughness value for the park has been increased to 0.12 to reflect the increased hydraulic roughness associated with the proposed park. The exception to this is the open space area in the north-west of the site that has been set at 0.06 as per the existing site. The carpark areas have been assigned an ‘n’ value of 0.02. J00318R1V1 8
Page 13
Cooroy Hinterland Park Flood Assessment Peak flood depth and velocity mapping for the proposed case model results are presented in Appendix B. Peak flood level impact mapping is presented in Appendix C. 4.3 Results Discussion The site of the Hinterland Park is an active flow path of Cooroy Creek. Cooroy Creek flood waters enter the site via breakout flow from the creek banks and via flow overtopping the road crest of Maple Street. The modelling found that the original design of the hinterland park was expected to create too much of an obstruction to floodwater through the site and this had the effect of raising flood levels upstream and pushing additional floodwater in a north direction towards the industrial area along Lowermill Road. Modelling has demonstrated that care is required to ensure that the design of the park will not increases flood risk on surrounding properties. Iterative modelling of various mitigation scenarios has been used to develop several mitigation measures that have successful reduced offsite flood impacts to an acceptable level. The results of this assessment should inform future design of the park and it is recommended that the final park design configuration be subject to a further assessment to ensure positive flood outcomes are achieved. . J00318R1V1 9
Page 14
Cooroy Hinterland Park Flood Assessment 5 OVERLAND FLOW ASSESSMENT Cooroy Creek flooding is the dominant source of flooding at the site however design of the park will also need to allow for the local catchment overland flows from the south. There is a local catchment of approximately 4.1 Hectares draining through the site from the south. The catchment extent and flow paths through the site are shown on Image 5-1. Image 5-1 Local Catchment and Site Flow Paths The local catchment landuse primarily consists of road, carparks and commercial areas and therefore catchment runoff will have a potential pollutant loading that is un-suitable for primary contact without treatment. Further consideration on possible treatment strategies is recommended for general water flow along this designated drainage path if it is to remain open and accessible to users of the park. Alternatively, local stormwater runoff could be piped underground to avoid contact with users of the park. J00318R1V1 10
Page 15

6 SAFETY AND MAINTENANCE ASPECTS
6.1 Safety
Council’s modelling predicts that the site will be subject to Cooroy Creek flood inundation during
events as frequent as the 50% AEP (similar to a Q2 event). Safety and on-going maintenance
issues therefore need to be carefully considered.
During times of flooding most areas of the Hinterland Park will not be safe for use. Furthermore, it
is noted that Cooroy Creek has a relatively short response time meaning that flooding may occur
without much warning. Therefore, measures should be put in place to minimise risk to personal
safety. HWMC recommend that consideration be given to the following measures to reduce these
risks.
• Clear warning signs should be incorporated across the site to educate the community on
flood risks.
• The design of the park should aim to limit potential for users to become trapped on-site
during times of flooding. Elevated walkways that are easily accessible may be a good
option for this, particularly to allow access across the central drain through the site.
• Closing the park when floods are forecast to occur is recommended however it is noted
that some floods are likely to occur with little warning time and therefore this may not
always be possible.
• The nature theme of the park is considered to provide an opportunity to educate users
about flood risks in general and also about risks specific to this location. Consideration
should be given to incorporating a landscape feature that highlights flood levels that have
occurred on site during historic events.
The above measures are expected to reduce the exposure of flood risk to users of the park.
Despite this, Council should understand that a residual risk will remain because ultimately the park
encourages the community to congregate in an area with a known risk of flooding.
6.2 Maintenance and Flood Resilient Design
The park is expected to be subject to a relatively high frequency of flood inundation and therefore
it should be designed to be flood resilient.
• It should be constructed out of materials that will not be damaged by flood water and can
be easily washed down following a flood.
• Use of landscaping materials that will be mobilised during floods should be avoided.
• Any features of the park that are less resilient to flooding should be constructed on land
that is above the design flood levels described on Image 3-2.

Cooroy Hinterland Park Flood Assessment 7 CONCLUSION Hydrology and Water Management Consulting (HWMC) has completed this flood assessment for the proposed Cooroy Hinterland Park on behalf of Noosa Council. Cooroy Creek flooding is the dominant source of flooding at the site and modelling has demonstrated that care is required to ensure that the design of the park will not increases flood risk on surrounding properties. Modelling has been used to develop several mitigation measures that have successfully reduced offsite flood impacts to an acceptable level. The results of this assessment should inform future design of the park and it is recommended that the final park design configuration be subject to a further assessment to ensure positive flood outcomes are achieved. Further consideration on possible treatment strategies of local stormwater runoff through the site is recommended if the drains are to remain open and accessible to users of the park. Recommendations have been made in relation to managing safety and maintenance risks associated with construction of a park on a site with a low level of flood immunity. J00318R1V1 12

Cooroy Hinterland Park Flood Assessment 8 QUALIFICATIONS & LIMITATIONS In preparing this report, HWMC has relied upon and assumed accurate data provided by Noosa and other sources. Unless otherwise stated in this report, HWMC has not attempted to verify the accuracy or completeness of any such information. The accuracy of this report is reliant upon the accuracy of this information. This investigation relies upon Noosa Council’s established Cooroy Creek flood model. Consequently, the accuracy of this investigation is limited to the accuracy of Council’s established models. Modelling for this investigation is based on a design event approach and assumptions that are consistent with current industry practice. It is important to be aware that real world flood events are random and highly variable. Consequently, observed and future flooding characteristics may not reflect those described in this report. This report should be read in full and no excerpts are to be taken as representative of the findings. No responsibility is accepted by HWMC for use of any part of this report in any other context. Study results should not be used for purposes other than those for which they were prepared. J00318R1V1 13
