PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 JULY 2019
The proposed new footprint complies with the requirements of the Bushfire Management Plan,
maintains all development above the 1% AEP Q100 flood line and outside of the swamp crayfish
habitat area.
The primary issue of the amended layout is the potential amenity impacts on the adjoining
residential properties to the north of the double storey buildings. In this regard, the 6.5 metre
setback of the buildings to the northern boundary remains consistent with the original approval and
is compliant with the minimum 3.0 metre setback required by the planning scheme. This setback
to the northern boundary is varied, increasing to at least 10 metres for both the building, which
accommodates Villas 1 and 2, and the service core building. The setback provides the opportunity
for landscaping to be provided between the buildings and the boundary. Concerns were raised with
the applicant regarding the northern elevation particularly with regards to building bulk and the
potential for overlooking. In response to these concerns the applicant amended the northern
elevation by providing increased articulation and visual interest. The privacy concerns were
addressed by the inclusion of screening to villas 1 and 2. It is recommended that the following
additional condition be included to ensure that the privacy screening remains fixed:
46. Privacy screening to the northern elevation as detailed on the approved plans must be
designed and maintained to ensure that there is no overlooking into the adjoining
residential properties.
