Bushfire Management Plan
Lot 71 on MCH 2854, Castaways Beach
1 Introduction
Cardno was commissioned by Kenlynn Pty Ltd to prepare a Bushfire Management Plan (BMP) for a proposed
Reconfiguration of a Lot (RoL) application for Lot 71 on MCH 2854 situated at number 2, David Low Way,
Castaways Beach in the Noosa Shire (the Site).
The Site is partially located within a Bushfire Hazard Area as defined by the Noosa Plan Eastern Beaches
Natural Hazard: Bushfire & Acid Sulfate Soils Overlay (Map OM4.4), dated 3 July 2017, which is reproduced
in Appendix A. The Planning Scheme designation of part of the Site as being within a Bushfire Hazard Area
triggers the requirement for:
> assessment of the proposed development of the Site against the Natural Hazards (Bushfire) Overlay
Code of the Noosa Plan; and
> any residential buildings1 established on the Site to be designed and constructed in accordance
with the specifications of the Building Code of Australia (BCA) and association provisions of
Australian Standard AS3959-2009 Construction of buildings in bushfire prone areas.
This BMP:
complements the findings of a bushfire hazard assessment contained with the Ecological and Bushfire
Assessment Report (Cardno, 8 August 2017) that was submitted in support of a RoL Application
submitted to the Noosa Shire Council on 11 August 2017 (Application Ref: RAL17/0501); and
responds to Item 6 of an Information Request issued by Noosa Shire Council on 7 September 2017
which states “Provide a Bushfire Management Plan that complies with the Natural Hazards Overlay
code of the Noosa Plan.”
In accordance with Council’s request and Noosa Planning Scheme Policy 1 (PSP 1) this BMP has been
prepared in general accordance with Appendix 8 of the State Planning Policy 1/03 Guideline: Mitigating the
Adverse Impacts of Flood, Bushfire and Landslide.
