Attention: Mr Jack Lewis

Dear Mr Lewis

Information request
(Given under section 12 of the Development Assessment Rules)

The Department of State Development, Manufacturing, Infrastructure and Planning has carried out a
further review of your development application for the following premises.

Location details
Street address: 34 Elm Street, Cooroy
 Real property description: Lot 4 RP72698, Lot 5 RP72698 and Lot 6 RP72698
Local government area: Noosa Shire Council

The Site Plan/Ground Floor Plan, prepared by And+ Design dated July 2018 and drawing number DA-
16.0518.2 identifies an awning that will protrude into the Elm Street footpath that will conflict with the
existing bus stop ‘Elm St at Cooroy Station, Cooroy’ (TransLink ID: 700540, Hastus ID: 301598) which is
locate at site frontage. The existing bus zone is located approximately 16.5 metres from Diamond Lane,
and the plan shows the bus stop to be relocated approximately 10 metres to the north.
Section 4 of the Traffic Assessment prepared by 360 Civil Consulting Pty Ltd, dated 18 September 2018,
reference 2018082-rpt001 and revision B states that it is proposed to relocate the existing bus shelter on
Elm Street approximately 10-15 metres to the north, and the bus bay approximately 5 metres to the north.
Relocating the bus stop 10 metres to the north will result in a safety issue as the bus zone will be located
approximately 6.5 metres from the intersection and the existing pedestrian crossing will be located within
the bus zone.
The department has determined that the following additional information is needed to assess the
application against performance outcome 18 of State code 1: Development in a state-controlled road
environment of the State Development Assessment Provisions version 2.3:

                                                                       South East Queensland (North) regional
                                                                       office
Mike Ahern Building, Level 3, 12 First
                                                                       Avenue, Maroochydore

Information requested—bus stop relocation
1. Discuss alternative locations or designs for the proposed awning over the Elm Street footpath that will
not conflict with the existing bus stop ‘Elm St at Cooroy Station, Cooroy’ (TransLink ID: 700540,
Hastus ID: 301598), or require that the bus stop is relocated.
2. Where it can be demonstrated that the development cannot feasibly avoid relocation of the bus stop,
the bus stop should be located as close as possible to its existing location. In accordance with
Transport Operations (Road Use Management – Road Rules) Regulation 2009, the separation
distance should be 10 metres from a non-signalised intersection to the start of the bus zone. Further
information about the proposed bus stop location is required that considers the following:
         a. the operational considerations for the planning and design of bus stops in Section 5.5 - Bus
Stop Environment of Chapter 5 – Bus Stop Infrastructure (pages 15-21) of the Public
Transport Infrastructure Manual 2015 (available at: http://translink.com.au/about-
translink/reports-and-publications) and the Transport Operations (Road Use Management –
Road Rules) Regulation 2009, in particular stopping at intersections
         b. conflict with the existing pedestrian refuge crossing arrangement across Elm Street. The
existing pedestrian refuge connects directly to the site frontage and the paved pedestrian
path on the opposite side of Elm Street. This provides direct pedestrian access to the Cooroy
train station and the bus stop pair ‘Elm Street at Cooroy Station, Cooroy’ (Hastus ID: 301599,
TransLink ID: 700548). The existing pedestrian crossing arrangement is direct, convenient
and integral to public passenger transport access and facilitating modal interchange. The
relocated bus stop must not result in a safety issue for the existing pedestrian refuge
         c. potential constraints (e.g. stormwater drainage infrastructure, power poles, driveways etc)
including traffic hindrances and safety issues in relocating the bus stop (e.g. ingress/egress
points, queuing/deceleration of traffic, turn lanes, sight lines/distances and blind spots
affecting potential bus drivers and pedestrians)
         d. design and construction requirements in accordance with Chapter 5 – Bus stop Infrastructure
of the Public Transport Infrastructure Manual 2015, with relevant components reinstated
where possible. A scaled and labelled proposal plan that clearly shows the positioning and
design of the relocated bus stop is required
         e. where the relocated bus stop will not be located adjacent to the subject site, provide written
evidence that the relevant land owner/s do not object to the proposed location of the bus stop
where it is proposed to relocate the bus stop adjacent to the road frontage of a different site.
