PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 3 MARCH 2015

(b) Defer entering into any new lease arrangement with the Not-For-Profit sector, except
        where a lessee has a right to an option to renew or in an exceptional circumstance;
        and
(c) Adopt the Interim Policy For The Community Use Of Council Owned Or Managed
Land and Infrastructure (Appendix A; and
(d) Request the Chief Executive Officer report back to Council by June 2010 for adoption
of the tenure arrangements for the Community Use of Council Owned or Managed
        Land and Infrastructure Policy.
Finance & Risk
Council currently receives approximately $20,000 per annum in lease revenue from
community tenure arrangements. Implementing this new policy may result in the foregoing of
this revenue as leases expire and new arrangements become active.
The Interim Tenure Policy largely prevented Council from entering into new lease
agreements or extending existing leases. The risk of continuing without endorsing the
proposed policy is that increasing numbers of tenure agreements will expire. If the expired
tenures are simply renewed on the same conditions inequity and inconsistency will continue
across the portfolio.
There is also a risk that community organisations will not have the capacity to manage
tenure obligations. In response Council will need to manage its engagement with community
organisations and capacity building initiatives accordingly.
