Executive Background
summary 1. This report has been prepared for Stockwell Development Group Pty Ltd (Stockwell)
to analyse the economic impacts arising from the construction and operation of the
Noosa Civic Village Mixed Use Development (‘Noosa Civic Village’) within the Village
Mixed Use (VMU) precinct of the Noosa Business Centre (NBC) in Noosaville, which
will operate as an expansion of the existing Noosa Civic Shopping Centre. The NBC
forms part of Noosa’s most significant employment district which extends into
neighbouring industrial and health precincts. This area contains a total of
approximately 4,600 jobs.
2. The analysis is being undertaken in the context of another application that has been
lodged for the Stage 2 Retail expansion of Noosa Civic within the Retail precinct of
NBC.
3. Noosa Civic Village will incorporate a range of uses that are consistent with the
intended outcomes for the VMU precinct. The development will operate under a cap
of 7,500 sqm of retail floorspace incorporating a supermarket of 3,500 sqm, and will
also include a cinema and associated recreation/entertainment, bars/restaurants, an
indoor recreation facility (gym), commercial offices, health care services, and 121
apartments in a mix of multiple dwellings and short term accommodation.
4. ShapingSEQ designates the NBC as a ‘Major Regional Activity Centre’ with planning
policy support for a wide range of retail, entertainment, business, civic and other
uses.
5. Noosa Plan 2020 provides strong policy support for the NBC to grow as a location
for employment and activity. The planning scheme identifies the NBC as one of two
major centres but also references the centre’s designation as a Major Regional
Activity Centre in ShapingSEQ and identifies it as having the predominant role as a
location for future long-term growth and employment in Noosa Shire.
6. The proposed uses to be developed within the VMU precinct respond appropriately
to Noosa Plan 2020, in which retail floorspace up to 7,500 sqm is consistent with the
scheme. The only inconsistency is that the proposed supermarket is marginally larger
than the 2,500 sqm identified as consistent within the VMU precinct under Noosa
Plan. All of the proposed non-retail uses are consistent with the planning scheme.
7. The proposed application for the Stage 2 Retail development is code assessable as it
enables retail expansion within the limit of 24,500 sqm set out in Noosa Plan 2020.
