Other proposed uses



6.1 Introduction   This chapter presents a high-level review of the market context for other proposed
                   components of Noosa Civic Village including the proposed cinema and the indoor
                   recreation facility.
                   A broad-based analysis is sufficient because these uses are consistent with Noosa Plan
                   and therefore do not require justification on need grounds.
                   An examination of the proposed commercial office component (3,000 sqm) has not been
                   prepared as this is directly supported by Noosa Plan within the VMU precinct.
6.2 Cinema         Historical information from the Motion Pictures Distributors Association of Australia
                   (MPDAA) indicates that average per capita cinema visitation fluctuated between around
                   3.5 and 4 visits per year over the ten years prior to COVID, and then reduced
                   considerably due to health concerns and movement restrictions imposed on the industry.

                   To forecast future attendances, an average visitation level of 3.5 visits per capita has
                   been applied, which assumes recovery from 2023 onwards.

                   With the residential population within the catchment at 96,875 persons in 2023,
                   increasing to 102,470 in 2027 and reaching 107,510 in 2035, total cinema attendance by
                   catchment residents is forecast to increase from 0.34m in 2023 to 0.38m by 2035.

                   Cinemas in locations such as Noosa derive a significant share of attendance from visitors,
                   with this contribution estimated for the purposes of this analysis at approximately 25%
                   given the large number of tourist visitors.

                   On this basis, the total attendance market for cinemas in the VMU catchment is
                   estimated at 0.45m attendances in 2023, increasing to 0.48m attendances in 2027 and
                   0.50m attendances in 2035.
