REPORT
1. Local Disaster Management Plan
It is a requirement of the Disaster Management Act 2003 (the Act) that a local government develops
a Local Disaster Management Plan (the Plan) to assist with effective disaster management for its
area. It is also a requirement of the Act that a local government for the area review, or renew, its
Plan when considered appropriate.
With new available demographic data from the 2021 census and changing climate risk profiles it was
timely for the Plan to be rewritten. The Queensland Emergency Risk Management Framework
methodology was used in workshops with emergency service and utility providers, and local
stakeholders to inform the preparation of the Plan. These workshops were led by consultant BMT.
The Noosa Local Disaster Management Group (LDMG) endorsed the 2023 Plan (Attachment 1) at
its meeting dated 17 February 2023. The Plan has subsequently been rebranded in line with the new
Council branding. It is proposed that the 2023 Plan will commence on 30 October 2023 (pending
Council adoption on 26 October 2023.

3. Local Disaster Management Group Members and Advisors
The local government has responsibility for appointing members and advisors to the LDMG. Only
members of the LDMG have voting rights and count towards the meeting quorum. Members are
appointed if the local government is satisfied that the person has the necessary expertise or
experience to be a member of the LDMG.
Advisors to the LDMG provide expertise on an as-needed basis and are invited to attend meetings.
The membership of the LDMG, and the list of advisors, has been considered as part of the review of
the Plan and is included in Section 2.6 of the Plan.
