Council staff have also attended working bees and meetings with community groups to talk about
how they felt about the EBFRs, what they liked about them, what they thought were issues and
what solutions or ideas they had. Notes taken at the meeting were collated and checked with the
group at the end.

Non-residential owners
Talking to the neighbours of our coastal reserves is complicated as there is a high proportion of
non-resident owners and properties in Eastern Beaches neighbourhoods, including short term let
properties, “family and friends” holiday houses, and resort style accommodation, some with
multiple owners and body corporates. Unaddressed delivery or local notices and advertisements
are unlikely to reach non-resident neighbours. Other people who regularly interact with the coastal
reserves are not always readily identifiable via ownership information such as letting managers,
and landscaping and maintenance companies need to be considered through further targeted
engagement.
The EBFRs are recognised as having regional community importance. Coastal and hinterland
communities in the region were invited to participate and offered local opportunities to contribute.
Individuals and organisations living in neighbouring Local Government Areas were invited to
participate. Input from further afield was accepted and considered.

Noosa Council provided a range of casual and formal consultation opportunities, including surveys,
written feedback and verbal feedback via pop-ups at community events and, street meets, and
workshops at community round table meetingss.

What we heard - initial consultation
The most common issue raised was encroachments – private garden extensions into public land,
private beach accesses and vegetation damage for views. The next most common issue raised
was weeds in the dunes, especially glory lily. The management of public beach accesses was also
a common theme, especially mowing and pruning around them, problem beach accesses, and
people spreading out across the dunes where the beach access fencing ended.

Volunteers raised concerns about the very low level of Council resources directed towards the
EBFRs outside of the Bushland Care program, and how much unpaid volunteer time goes into
project development, grant applications, project delivery and administration.
