schools and public transport, assisting residents to be less dependent on private motor
vehicles to access what they need.
• A5.3.4 Ensure new housing is not located where it would have a reverse amenity impact on
industrial businesses or other existing or committed business or infrastructure activities.
Acknowledging that industrial land is limited, allow for caretaker residences where they do
not reduce capacity of business and industrial precincts.
• A5.3.5 Integrate new housing including affordable or social housing within the community
and not cluster it in isolated areas.
• A5.4.1 Strengthen regulatory provisions in the Noosa Plan which will result in a greater
delivery of small dwellings, accessible housing, affordable housing and social housing
throughout the medium and high density residential zones and within major centres. Initiate
changes to the Planning Scheme to incorporate Inclusionary planning provisions and achieve
this through mechanisms such as development bonuses and incentives such as increased
developable floor area or one additional storey in larger centres

convenient access to goods and services.
• A5.6.3 Ensure vulnerable residents are not concentrated in isolated areas where they may
be susceptible to poor social outcomes or at risk of natural hazards
• A5.6.4 Ensure Crime Prevention Through Environmental Design (CPTED) principles are
adhered to in the delivery of housing, including social and affordable housing.
• A5.6.7 Ensure new housing is not at the cost of the character and cultural values of the
community
This Strategy outlines a number of recommendations for amendments to the Planning Scheme
which included site-specific outcomes for Cooroy relating to:
• Further investigation into affordable housing on Council owned land at 62 Lake MacDonald
Drive.
• Review of scheme provision for vacant State Land close to the centre of town and at the
edge of town in order to encourage integrated housing outcomes.
A further recommendation included review of where relocatable home parks would be a consistent
use and noted that small numbers of tiny homes might be appropriate on State, Council or
community owned lands.
