The application was also reviewed by Council’s Acting Director of Infrastructure who has provided
the following comments:
• Construction of a public road on Council owned freehold land for exclusive access to a private
development is not supported.
• Construction of Carpenters Lane may diminish the function of Council land.
• Construction of Carpenters Lane sets up a wasteful duplication of road and drainage network
which will require unnecessary and costly road and drainage maintenance.
• Concerns with traffic conflicts at the Carpenters Lane and Mary River Road roundabout.
• Inconsistent with Council Council’s Walking and Cycling Strategy. The proposed footpath
provides a poor connection that required pedestrians to traverse the Carpenters Lane
driveway area serviced by industrial trucks and cars and is unsafe. In addition, CPTED
concerns are raised for this unlit concealed route.
• Insufficient information provided regarding Waste management.
It is noted that the provision of the relevant infrastructure on Council’s land will require the
implementation of an infrastructure agreement which has not been prepared due to the significant
concerns with the proposal.
Stormwater Management
Council’s Stormwater Consultant has reviewed the stormwater management scheme for the
development and indicates that conceptually the treatment is in line with expectations and
adequate space is available on site.
Unitywater / Cooroy Sewage Treatment Plant
The Cooroy Sewage Treatment Plant is located approximately 470 metres to the south with the
treatment ponds 165 metres to the east. The application was informally referred to Unitywater who
have advised that the existing treatment plant has sufficient capacity for the development and that
they have no concerns with odour or noise impacts on the development. The applicant has not
commenced any formal negotiations with Unitywater to date.
