5. CONCLUSION & REASONS FOR DECISION
It is concluded that the proposed development raises multiple conflicts with the Noosa Plan 2020
across all levels of the scheme, from the strategic outcomes to the specific requirements of the
Local Pan Code for Cooroy and the Special Residential zone code.
While the concept is not without merit as it seeks to provide a commendable response to the
housing crisis, the land is not suitable for the proposed development. The land has poor
accessibility, is constrained by bushfire and adjoins industrial land with odour and impacts from the
surrounding area of concern. The proposal also needs to provide its own infrastructure and,
requires significant works to make development ready. The design, layout and intensity of the
proposal does not integrate sensitively with the existing local character and community with the
intense urban development having s limited screening and out of character with the area.
The applicant has also not satisfactorily demonstrated that the site will be retained for affordable
housing for an appropriate period.
It is therefore recommended that the application be refused.
