PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 AUGUST 2018

Bushfire
The Natural Hazard Overlay (Bushfire) applies to the site with part of the site being identified as
Potential Impact Buffer. A small area in the south east corner of the site is mapped as Very High
Potential Bushfire Intensity. The following image identifies these areas:

Figure 12: Area of the site covered by the Bushfire Overlay

In response to the risk from Bushfire the applicant has submitted a Bushfire Management Plan.
The Bushfire Management Plan has identified the site as a Low Bushfire Hazard and
recommends constructing the buildings to a Bushfire Attack Level capable of withstanding radiant
heat at 19kW.m2 and to ensure vehicle access around buildings.
The Bushfire Management Plan recommends clearing 14.1-metre-wide strip of the understory of
vegetation to the east of the buildings to ensure vegetation is less than 200mm. All trees which
intrude into 5m of the buildings will required to be managed to ensure they are outside this 5m
setback.
This management regime would suitably manage the threat of bushfire however would have a
significant impact on vegetation, including wetland habitat, and fauna habitat. It is highly likely,
based on expert advice, the local population of Swamp Crayfish would be extinguished if the
development were approved as proposed and the bushfire management plan implemented.
Based on expert advice, changes in water flow (both an increase or decrease), erosion and
sedimentation, water and soil quality, weed introduction, and vegetation will almost inevitably
result in extirpation of the local population of the Endangered Swamp Crayfish.
