PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 AUGUST 2018
Desired Standards of Service
The desired standards of service (DSS) for each infrastructure network has been updated where
required to meet current standards.
The Stormwater DSS remains unchanged with minor reference updates to reflect the New Noosa
Plan codes.
The Transport DSS has been updated and simplified to reflect the new trunk road hierarchy for
collector, distributor and arterial roads with associated standards for pathways and bike lanes
amongst other matters.
The Public Parks and Land for Community Facilities DSS has be updated to include more current
standards.
All land used for community facilities owned and/or managed by Council, has been included in
the Draft LGIP. This substantially increases the overall quantity of land compared to the current
LGIP which is limited only to indoor sport and recreation purposes. Therefore the land provision
ratio for land for community facilities has increased from 0.2ha / 1000 people to 2ha / 1000
people.
Schedule of works and estimated costings
Projects identified in the current LGIP Schedule of Works have largely been incorporated into, or
reviewed in the new Schedule of Works. Additional new projects have been identified in
consultation with the relevant Departments to incorporate and better align with their infrastructure
planning timeframes for the trunk network.
The new Schedule of Works also aligns with trunk related infrastructure projects in the current
Capital Works program. The projects in the new LGIP will also inform future capital works
planning and programming.
Cost estimates have been updated using current valuations and pricing.
4. Statutory process for new draft LGIP
The new draft LGIP goes through a slightly different statutory process to the New Noosa Plan,
with an external independent review required by an Appointed Reviewer prior to the Minister’s
review.
Any minor changes arising from either the Appointed Reviewer or the Minister are proposed to be
made through delegation to the CEO prior to the new draft LGIP going on public notification.
It is intended to place the new draft LGIP on public notification concurrently with the New Noosa
Plan, however notification of the New Noosa Plan will not be delayed if the new draft LGIP is held
up.
The process outlined in the Minister’s Guidelines and Rules will be followed.
