2.1.2 Waste

Landfill

SCRC utilises the available capacity of the Eumundi Road Landfill (located in the Proponent
Council’s area) for the region. This landfill has capacity for approximately 20 years and enough
land for future expansion. SCRC has consciously delayed opening further landfill capacity in
the region, instead directing resources to exploring alternative waste treatment technologies.

Collection

SCRC has 3 contracts (Caloundra - Thiess, Maroochy - JJ Richards and Noosa - TPC) expiring
July 2014. Existing Council will be calling for tenders for regional waste collection in
November 2012, awarding in May 2013, with commencement in July 2014 for a period of
seven years with the focus of achieving regional contracting efficiencies.

Materials recycling

SCRC has one regional recycling facility within the Maroochy and Noosa areas, which caters
for two-thirds of the region’s recycling volume. The Caloundra area transports materials for
recycling out of the region to Petrie. A call for tender is underway based on a single regional
re-cycling facility for all recyclables from the region. The contract allows for transport out of
the region via a new bulk haul recycling transfer facility.

2.1.3 Airport

The Sunshine Coast Airport, located in Marcoola, is presently owned and operated by SCRC.
With a modest operating surplus of $1.1 million in FY2012, SCRC is covering the costs
associated with the airport but making only marginal returns on equity. The airport is reaching
capacity constraints, particularly with respect to the runway’s ability to handle larger aircraft.
QTC understands the Civil Aviation Safety Authority (CASA) has provided dispensation until
2021 to land Boeing 737s on the current runway. From 2022 CASA requires the runway to be
widened. This upgrade is expected to cost approximately $250 million dollars and is unlikely to
proceed without significant assistance from either the State or Federal Governments. SCRC
has not included this capital expenditure in the forecasts reviewed by QTC.

2.1.4 Maroochydore Principal Activity Centre

SCRC has committed $42.0 million to acquire 53 hectares of land in Maroochydore with a plan
to develop a principal activity centre (PAC) for the region. A further $150 million is required to
complete the required PAC infrastructure. SCRC has not included this capital expenditure in
the forecasts reviewed by QTC.

2.1.5 Caloundra South Urban Development Area

In December 2011, an application by Stockland Development Pty Ltd (Stockland) for the
development of land at Caloundra South was approved by the Urban Land Development
