ORDINARY MEETING AGENDA 2 JANUARY 2014
The attached proposed interim structure places 426 staff into 360 EFT positions. These
comprise staff who are in a range of employment categories i.e. contract, permanent full and part
time, temporary full and part time, casuals and trainees whose hours may vary depending on
service needs.
Transferring employees were matched to positions in the interim structure by direct translation,
i.e. they were currently fulfilling a similar role in a similar department in SCRC. Where there were
more staff available for a role than positions available, a closed merit competitive process was
undertaken. In this process staff were invited to submit supporting documentation to assist the
Transfer Manager in the selection process which included a review of the documentation
supplied, their skills and experience, their service record, and in certain cases, reference checks.
During the process of identifying staff who currently fulfilled similar roles, it became evident that
there were certain roles in the Interim Structure for which there were no staff who could be
placed through direct translation, or the competitive process. These positions were then
“advertised” amongst those participating in the competitive process as well as those who had
been identified as not being able to be placed.
Once this process had been completed and where possible, positions filled, all staff who could
not be placed were invited to meet with the Transfer Manager, who then informed them of this
and of the process going forward.
The Interim Structure put forward to Council is one which will ensure that services will continue to
be provided to the community while a permanent structure can be developed. The development
of a permanent structure will require the Council to decide on service levels in particular areas
and to undertake an evaluation of positions before staff are formally placed.
BUDGET & FINANCIAL ASPECTS
All costs have been provided for in the Budget being proposed to Council at this meeting.
