ORDINARY MEETING AGENDA 2 JANUARY 2014

The elements of the budget for consideration are outlined below.

1. Operational Plan

Section 104 of the Local Government Act 2009 requires Council to prepare and adopt an
Operational Plan each financial year. The Operational Plan was developed in consultation
between the Transfer Manager and the Noosa Transfer Team, and acts as an interim document
to guide service delivery over the next six months.

The Operational Plan has been developed in the absence of a Council endorsed Corporate Plan,
given the uniqueness of the current de-amalgamation environment. The plan has been prepared
on the basis that ongoing dialogue will be required with Council across a range of individual
initiatives, and also on the understanding that initiatives may change as Council reviews current
strategies in place.

Once the new Corporate Plan is developed following appropriate community consultation, a set
of new objectives and strategies for the shire will be identified from which future Operational
Plans can be delivered against.

2. Revenue Policy and Revenue Statement

Section 193 of the Local Government Regulation 2012 outlines the requirements for Council’s
Revenue Policy, including the principles for levying rates & charges, applying concessions and
for the recovery of outstanding amounts. Section 94 (2) of the Local Government Act 2009
requires Council to decide by resolution what rates and charges are to be levied for the financial
year.

The Revenue Policy and Revenue Statement has been developed on the basis of the
continuation of rates and charges applied by Sunshine Coast Regional Council for the period
from July to December 2013, with no increase in rates and charges nor any changes to discounts
or rebates.

3. Register of Cost Recovery Fees and Commercial Charges

Section 97 of the Local Government Act 2009 empowers Council to generate revenue from fees
and charges by fixing a cost recovery fee by way of a local law or resolution. Section 262(3)(c) of
the Act also provides for a local government to charge for a service or facility, other than a
service or facility for which a cost-recovery fee may be fixed.( i.e. a commercial charge).

The register of cost-recovery fees and commercial charges reflects the continuation of the
schedule adopted by the Sunshine Coast Regional Council for the 2013-14 financial year, and
has been amended to incorporate only those services being provided by the new Noosa Council
from 1 January 2014.

Section 98 of the Local Government Act 2009 requires Council to keep a register of its cost-
recovery fees.

4. Financial Policies (Investment / Debt)

Section 191 and 192 of the Local Government Regulation 2012 requires Council to prepare and
adopt an Investment Policy and Debt Policy.
