During the 2008 structural changes, council employees’ rights and entitlements were
preserved by means of a three year jobs moratorium. This provision hampered many
councils and reduced the ability to develop a flexible and responsive organisational
structure. The Commissioner does not see the need to implement a similar requirement
should a de‐amalgamation occur.
