ATTENTION: DEVELOPMENT ASSESSMENT
Dear Sir/Madam,
RE: LODGEMENT OF APPLICATION
Development Application for Operational Works for Electrical Work (New Energex Pole and
Transformer) within Ed Webb Park Carpark at Webb Road Sunshine Beach.
Please find enclosed a development application that has been prepared in accordance with the
Planning Act 2016 and lodged with your Council as the Assessment Manager of this application. This
application seeks approval for the removal of an existing Energex power pole and replacement with a
new Energex Power Pole and transformer required due to works associated with the approved
redevelopment of the Sunshine Beach Surf Lifesaving Club. Proposal plans of the location of the new
pole and easement across Ed Webb park are included at Attachment A. Attachment B provides
photo montages of the existing and proposed pole in relation to the surrounding area. As illustrated by
the montage the new pole has been located in line with the surrounding mature Norfolk Island Pines to
minimise visual impacts.
The new pole is required as Energex has advised that the existing pole transformer on Webb Road is
at full capacity and cannot be upgraded to accommodate the additional load from the surf club. A
number of options have been investigated including a pole mounted transformer and a ground
mounted padmount station (refer Attachment C). Based on the size of the ground mounted padmount
station and required clearing and vegetation removal, the pole mounted transformer is the preferred
option.
The contractors for the Sunshine Beach Surf Club and Energex representative met with Council
representatives Conor Neville, Diogo Carrico and Michael Greeff on 4th June 2019 to discuss the
different options for the electrical supply for the club and surrounding area. Items discussed included
the different options, impacts on vegetation and amenity and proposed electrical easement location
across the park. A Tree Management Plan (refer Attachment D) has been prepared to address the
impacts of the electrical conduit across the park and notes that a Level 4 Arborist of higher should be
on site during the proposed works through the park.
The enclosed development application includes:
1. Attachment A -Proposal Plans – Substation details sheets 1 to 3;
2. Attachment B - Existing and proposed montages;
3. Attachment C – Options
4. Attachment D - Tree management plan; and
5. Completed IDAS Form 1.
