RFI Letter Glenridge
Conor Neville Environmental Planning 18/02/2021 Jack Lewis Planner/Director Pivotal Perspective A:4/59 Mary St, Noosaville RE: RFI Ecological Response RAL21/0033 60 Glenridge Dr, Cooroibah Dear Jack, I have reviewed the North Coast Environmental Services’ documents entitled Fire break trail plan (16/02/2022) and Covenant Area Concept Rehabilitation Plan (17/02/2022) and believe them to be suitable to address the Council’s Request for Information (RFI) to be endorsed for approval. Below is a brief summation of the Council’s RFI, further meeting considerations and responses 1. Provide revised proposal plans that reduce the area of the covenant to reflect the mapped Riparian Buffer, Areas of Biodiversity Significance, MSES Environmental Values and Koala Habitat. Following discussions with Council staff at the meeting on the 25/01/2022, this request could be addressed to ensure Council’s concerns that new lot boundaries through existing mature vegetation would not result in additional clearing. New lot boundaries through existing vegetation will not give rise to additional clearing due to: • No new fence construction will occur in mapped vegetation areas which will give rise to additional clearing. Fire-proof boundary markers will be placed in these area and dog-proof fencing will be provided to the cleared residential areas, along with a pedestrian access gate. 0484868620 [email protected]

• The existing mature vegetated areas will be protected from clearing
by the use of environmental covenants.
• Current existing clearing rights along boundaries, drainage lines
will be negated by application of environmental covenants, thus
increasing the areas within protected land.
2. The revised plans are to locate boundaries clear of mapped vegetation and the mapped
areas detailed in 1 above.
• Response as per point 1
3. Provide an increased vegetative buffer along the western boundaries of proposed lot 3
and 5 to McKinnon Drive.
• Response as per point 1, in addition the benefits of proving a
east/west linkage across the site away from Mckinnon Drive is
considered a better ecological outcome, rather than concentrating
fauna in an area subject to car strike.
4. Provide revised plans that demonstrate the proposed development meets Performance
Outcomes PO1, PO2 of the Biodiversity, Waterways and Wetlands Overlay Code and
remove lot boundaries through the Mckinnon Drive vegetation.
• Response as per point 1
5. Provide a fencing and gate plan detailing the location of all fencing and fencing
materials proposed across the development.
• Refer point 1 and North Coast Environmental Services’
documents entitled Fire break trail plan (16/02/2022)
6. If fencing (or any disturbance) is proposed within the mapped vegetation provide details
of the extent of clearing including:
6.1. Total area (m2) of native vegetation to be cleared;
6.2. Numbers, size and species of native vegetation that will be removed;
6.3. Provide an arborist report detailing the vegetation and the tree protection zones
(TPZ); and
6.4. Indicate on figure/mapping the sections of native vegetation to be cleared and
include any relevant overlays (e.g. riparian/biodiversity).
• Response as per point 1
7. Provide further information as to the areas of the site to be revegetated.
• Refer North Coast Environmental Services’ documents
entitled Fire break trail plan (16/02/2022) and Covenant Area
Concept Rehabilitation Plan (17/02/2022)
8. Provide a Rehabilitation Concept Plan.
• Refer North Coast Environmental Services’ document
Covenant Area Concept Rehabilitation Plan (17/02/2022)
9. Provide additional detail of how the development (e.g. earthworks, proposed roads,
building envelopes, new drainage channels etc.) will not cause impacts to the natural
surface water and ground water hydrologic regimes of waterways, wetlands and
hydrologically sensitive plant communities.
• I have reviewed the supplied earthworks and drainage plans and
have formed the opinion there will be no negative impacts to the
Page 3
natural surface water and ground water hydrologic regimes of
waterways, wetlands and hydrologically sensitive plant
communities. Glenridge Park will generally maintain existing
overland flow paths, which is controlled by the culvert across
Glenridge Drive.
• The addition of 9 hectares of rehabilitated natural habitat will
greatly increase the resilience and durability of the natural surface
water and ground water hydrologic regimes of waterways,
wetlands and hydrologically sensitive plant communities as well as
providing habitat for native fauna, protected in perpetuity by
environmental covenants.
10. Provide certification of the final design of the access/egress road from an RPEQ and the
Bushfire Hazard Assessment and Management Plan v1 author confirming the road
design complies with Fire Hydrant and Vehicular Access Guidelines for residential,
commercial and industrial lots (QFES 2015).
11. Amend the application material in particular the Analysis of the Biodiversity Overlay of
the Noosa Plan 2020 for 60 Glenridge Drive, Cooroibah, Noosa report to include the
required 10m low flammability species. Include detail on how this would impact on the
proposed biodiversity outcomes of the rehabilitation.
• Refer North Coast Environmental Services’ documents
entitled Fire break trail plan (16/02/2022) and Covenant Area
Concept Rehabilitation Plan (17/02/2022)
12. Provide a plan that includes the proposed lots, roads, covenant boundaries and the 10m
low flammability species boundary.
• Refer North Coast Environmental Services’ documents
entitled Fire break trail plan (16/02/2022) and Covenant Area
Concept Rehabilitation Plan (17/02/2022)
13. Include the selection of low flammability species that would be included within this 10m
area and how low flammability species meet the proposed vegetation community.
• Refer North Coast Environmental Services’ documents
entitled Fire break trail plan (16/02/2022) and Covenant Area
Concept Rehabilitation Plan (17/02/2022)
14. Detail whether management activities would be required to ensure safety and meet the
bushfire hazard assessment requirements within the 10m low flammability area e.g.
clearing/mowing undergrowth and low shrubs or if this area would be allowed to return
to a natural state with no management other than pest control.
• Refer North Coast Environmental Services’ documents
entitled Fire break trail plan (16/02/2022) and Covenant Area
Concept Rehabilitation Plan (17/02/2022)
15. Include detail on the proposed street tree species and numbers that would meet the
requirements of the Bushfire Hazard Assessment and Management Plan.
• Street tree planting will be as per Landscaping Code with a
45L tree an average of every 8 meters. This can be
conditioned at operational works stage
16. Provide a plan that includes the trafficable fire break trail ensuring it is located wholly
outside of the proposed covenant area.

• Refer North Coast Environmental Services’ documents
entitled Fire break trail plan (16/02/2022)
17. Provide details on the methods to be used to construct the trafficable fire break trail
including how it meets all requirements outlined within the QLD SPP Bushfire 2019
firebreak trail specifications
• Refer North Coast Environmental Services’ documents
entitled Fire break trail plan (16/02/2022).
18. Include other required details including for example gates between lots.
• Refer North Coast Environmental Services’ documents
entitled Fire break trail plan (16/02/2022)
19. Include details of how this trafficable fire break trail is proposed to be managed
between individual Lot owners to ensure compliance with the QLD SPP Bushfire 2019
firebreak trail specifications.
• A Landholder Bushfire Information kit is to be provided to new
owners outlining the performance requirement of the firetails
specifications. A copy will be provided to the nearest Rural
Fire Brigade (1.3k). This can be conditioned.
