Response to Information Request
Attached to the e-mail Response to Information Request - MCU19/0011.
“Adamson Town Planning, specialising in providing higher order town planning advice”
• have negligible impacts on sensitive land uses due to offsite emissions including aerosol,
fume, particle, smoke, odour and noise;
• minimal traffic generation;
• the use operates during the day (e.g. 7am to 6pm);
• off-site impacts from storage of dangerous goods are negligible;
• the use is undertaken indoors.
Information Required
Please provide either, a range of Low Impact Uses which meet the above acceptable criteria or a
list of noise generating Low Impact Industry uses which would be excluded from operating at the
subject site. A Warehouse use if not for a self–storage facility may be acceptable.
The applicant has no objection to a Warehouse use being added to the list of uses that could
operate from the site and amends the application accordingly in response the information
request.
With respect to the low impact industry uses, the uses being applied for are consistent with
the definition under the draft Noosa Plan. It is accepted that some uses could be excluded,
which are known to cause significant noise, but it is important that any exclusions are not too
limiting and make the approval unworkable. It is suggested that the following uses should be
allowed having regard to the examples given under the draft planning scheme:
• Repairing and servicing motor vehicles including radiators, electrical components, wheel
alignments, exhausts, tyres, suspension or air conditioning, not including spray painting;
• Repairing and servicing lawn mowers and outboard engines;
• Assembling sheet metal products but not manufacture or welding steel and not including
spray painting;
• Assembling wood products not involving cutting, routing, sanding or spray painting.
• Dismantling automotive or mechanical equipment, not including debonding brake or
clutch components.
There are a number of uses that would fall into the category of a low impact industry all of
which can’t be listed. From a town planning perspective, it is preferable to keep the definition
as broad as possible but exclude those uses that have potential to cause significant impacts.
The applicant will accept conditions of approval with respect to limiting impacts caused by
odour emissions and significant noise, rather than trying to exclude a wide range of uses which
might be suitable subject to onsite management practices being implemented. It must be
accepted that an industrial building has been allowed to be constructed on the land which
should be able to be used for this purpose as originally intended and not limited to a single
use which is not appropriate in the circumstances.
In accordance with section 13.3 of the Development Assessment Rules, this completes the
response to the information request. Please provide the adjoining owners details as soon as
possible so that public notification of the proposal can commence.
