2 Stormwater Drainage The strategy and constraints associated with stormwater drainage were assessed as part of a separate investigation by Calibre Consulting and are not covered in detail within this report. A summary of the stormwater drainage elements is provided in the following sections of this report. 2.1 Existing Drainage System Stormwater runoff from the subject site currently discharge via overland sheet flow over the northern property boundary. No existing Council stormwater network has been identified downstream of the subject site as part of this investigation. 2.2 Proposed Drainage Works It is intended to direct the stormwater discharge from the subject site to detention and treatment infrastructure, to attenuate and treat the site’s stormwater runoff during the post-development scenario prior to discharge to the Lawful Point of Discharge. For additional details on the prevailing stormwater drainage conditions, strategy and constraints please refer to the Site Based Stormwater Management Plan for the subject site prepared by Calibre Consulting. An engineering services layout detailing the proposed services for the site is included in Appendix C. 3 Water Reticulation
3.1 Existing Infrastructure
A review of Dial Before You Dig (DBYD) data has confirmed the location of existing water reticulation mains
within the Trading Post Road and Prospect Place road reserves to the south of the subject site.
An existing 150mm uPVC water main is located with the Trading Post Road reserve to the south of the subject
site with additional water mains currently under construction within the surrounding stages of the Palm Lake
Resort, Cooroy.
The design documentation for the existing Palm Lake Resort stages is included within Appendix E with the
DBYD data included within Appendix D.
3.2 Development Water Reticulation Demand
The proposed development’s water reticulation demands on the existing potable water infrastructure were
established using the methods described in the SEQ WS&S D&C Code. These demands were used to
determine the consumption rates for the proposed development. Potable water demand factors and flow
parameters have been taken from Table 4.1 and Table A17, respectively, to determine the potable water
consumption rates for the proposed development.
The results are presented in Table 3.1.

Peak Hour Demand 15.297L/sec
The maximum hour demand of 0.2969L/sec plus the fire flow demand of 15L/sec equals a total flow demand
of 15.297L/sec. With a maximum velocity of 2.5m/s, the proposed multiple housing would require a minimum
internal diameter of 88mm. Therefore, it is proposed to utilise the proposed 100mm diameter potable water
mains to service the proposed development.

3.3 Proposed Water Reticulation Works The proposed extension to the adjoining Manufactured Home Estate will be serviced by the existing water infrastructure provided by the Palm Lake Resort’s existing stages that are currently being constructed. It is envisaged that the water reticulation detailed design will be undertaken by a Pinnacle during the detailed design phase of the project. Engineering services layouts detailing the proposed services for the site is included in Appendix C. 4 Sewerage Reticulation
4.1 Existing Infrastructure
A review of the DBYD data has revealed the location of existing sewerage reticulation within the Trading Post
Road and Prospect Place road reserves to the south of the subject site.
It is understood that an additional DN160mm PE sewerage main is located within an existing easement which
runs along the subject site’s eastern boundary. This sewer grades to the north and joins the existing
sewerage reticulation network to the east of the subject site.
The design documentation for the existing Palm Lake Resort stages is included within Appendix E with the
DBYD data included within Appendix D.
4.2 Proposed Demand
The demands on the existing sewer infrastructure were established using the methods described in SEQ
WS&S D&C Code. These demands were used to determine the consumption rates for the proposed
development. The sewer demand factors and flow parameters have been taken from Table 10 and Table
A17, respectively, to determine the consumption rates for the proposed development.
The results are presented in Table 4.1 below.

Based on the above assessment it is envisaged that the proposed development will place a demand of
0.328L/sec during PWWF on the downstream sewerage network.
Engineering services layouts detailing the proposed sewerage infrastructure is included in Appendix C.

5 Bulk Earthworks 5.1 Design Requirements Earthworks for the site will be designed generally in accordance with the requirements of the Noosa Plan – Planning Scheme Policy 5 – Engineering Design Standards: Roads, Drainage and Earthworks as appropriate to the regulatory control and the Australian Standard for Earthworks for Commercial and Residential Development (AS3798-2007). 5.2 General Site Earthworks A soil assessment report will need to be prepared by a geotechnical engineer to provide a guide to the treatment of the subject site prior to and during the earthworks construction and suitability for building foundation construction. It is intended to accommodate any level differences with a series of maintainable batters or retaining walls and therefore mitigating the disturbance to the natural topography. It is also intended to utilise all of the suitable material won onsite and therefore is not envisaged to be any spoil off site. The key variables associated with the site’s earthworks are the depth and distribution of the existing materials and the strength and depth profile of the substrata material. It is advised that the soil report for the site investigates these key items in depth to ensure that suitable soil treatments, accurate cost estimation and building design can be facilitated. 5.3 Retaining Structures Where retaining structures are required they will be designed such that the maximum height of this will be limited to 1.5m and in accordance with the Noosa Plan and AS4678-2007. Retaining structures will not encroach onto any adjoining property or road reserve. 5.4 Acid Sulphate Soils A review of the NC Interactive Online Mapping System has determined that the subject site is located outside of the mapped Acid Sulphate Soil zone. 5.5 Erosion and Sediment Management Erosion protection measures will be incorporated during the construction phase with these measures being designed and documented as a part of the detailed civil works for the site. Ultimately, during the operational phase of the project, the sediment management will be through the use of soft landscaping to ensure erosion is kept to a minimum. 6 Electrical and Telecommunications A Dial Before You Dig (DBYD) investigation was undertaken to confirm the location of existing electrical and telecommunications services within the vicinity of the subject site. The DBYD investigation confirmed the location of underground telecommunications infrastructure, owned and operated by Telstra, within the adjacent Trading Post Road reserve to the south of the subject site. Additional telecommunications infrastructure is located within the adjacent stages of the Palm Lake Resort, Cooroy. Similarly, underground powerlines, owned and operated by Energex, are located within the adjacent Trading Post Road reserve to the south of the subject site. Additional powerlines are located within the adjacent stages of the Palm Lake Resort, Cooroy. It is envisaged that the proposed development will connect to the existing services within the adjacent road reserves as outlined above. The connections to the electrical and telecommunications networks will be undertaken by specialist consultants during the detailed design phase of the project. The DBYD data is included in Appendix D with the location of the existing telecommunications and electrical infrastructure shown on the engineering services layout included in Appendix C. 7 Impacts on Local Infrastructure and Likely Upgrades
The proposed Multiple Housing – Type 3 Retirement and Special Needs development will result in additional
loads on the available surrounding infrastructure with additional infrastructure required to service the subject
site.
Discussions with the relevant authorities will be required during the subsequent phases of the project to
ensure that there is sufficient capacity available within all existing systems to accept the additional demands
from the proposed development.
The potential impacts on the local infrastructure and likely upgrades are summarised in Table 7.1 below.
Table 7.1: Local Infrastructure Impacts and Required Upgrades
Infrastructure Infrastructure
Impacts Proposed Connections and Upgrades Required
Component Provider
Water Reticulation Unitywater Additional water demand Connect the proposed development to the
due to development existing water reticulation network located to the
south of west of Stage 6 of the Palm Lake Resort,
Cooroy.
Sewerage Reticulation Unitywater Additional sewer loadings Connect the proposed development to the
due to development existing sewer reticulation network located to the
south of west of Stage 6 of the Palm Lake Resort,

runoff as a result of the runoff, as required, ensuring no increase in runoff
proposed development or pollutants during the post development
scenario prior to discharge to Lawful Point of
Discharge.
