Officer: Diogo Carrico Direct Telephone: 07 53296465 Our Reference: OPW21/0275 Your Reference: 210820 22 October 2021 ARCD Projects Pty Ltd C/- Adams Sparkes Town Planning PO Box 1000 BUDDINA QLD 4575 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. OPW21/0275 MCU18/0028.01 Street Address: 9 Ann St Noosaville Qld 4566 Real Property Description: Lot 11 RP 69150 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue The site is to be filled. Council has concerns with the potential for stormwater drainage impact (redirect overland flows, increased runoff or additional ponding) onto the adjoining properties. Information Required Provide RPEQ written certification, certifying that the proposed earthworks and stormwater management plan, as detailed in SCG’s plans: 28204-OW3.1 Rev B, titled “Earthworks Plan”, dated 27/09/2021; and 28204-SW1, Rev A, titled “Stormwater Management “, dated 27/09/2021, will not cause a worsening of stormwater conditions by adversely altering stormwater drainage characteristics external to the site, including, but not limited to: additional ponding on neighbouring properties or on road reserve; increased runoff onto neighbouring properties or road reserve; redirect overland flows. Issue SCG’s plan 28204-OW5, titled “Driveway Plans & Details“, dated August 2018, shows a longitudinal section of the proposed driveway not in accordance with Council’s standard drawings, namely the requirement to have a maximum cross-fall of 1 in 40 for the 2m wide footpath. Information Required Provide amended plans, prepared by an RPEQ (Registered Professional Engineer of Queensland), that include and detail, but not limited to, the following information: a driveway generally in accordance with council’s standard drawings RS-049, RS-050 and respective addendums; levels and grades of the access driveway; a longitudinal section extending from the centreline of the formation in Ann St to the proposed garage level; demonstrate that a B99 vehicle will not bottom out or scrape entering/exiting the driveway. Issue Condition 13 (MCU18/0028.01) details that understory planting must grow to a minimum height of 2 metres. The following plants were identified within the submitted LP1 Planting Plan - Ground Floor within the area between the front fence and the front property boundary, however the proposed plan and plants do not meet the height requirements or provide a dense screen as required under Condition 13 (MCU18/0028.01). Understory and Groundcover species that do not appear to meet the height: Macrozamia lucida 'Pineapple Zamia' Baloskion tetraphylla -Tassel Cord Rush Evolvulus pilosus Rosemarinus officianallis 'Prostratus' - Prostrate Rosemary Heliconia stricta 'Jamaican Dwarf Heliconia 'Red Christmas' Cissus rhombifolia 'Ellen Danica' MCU18/0028.01 Condition 13. The area of land between the front fence and the front property boundary must be densely landscaped to screen the fence from the street and must include a minimum of 1 feature tree each side of the round wall (a minimum of 2 feature trees). Note. Plant species are also not Australian Natives see Information request item below. Information Required Provide an amended landscaping plan with the inclusion of species that meets the understorey minimum 2m height and provides a dense landscaping screen that screens the fence from the street as required in Condition 13 (MCU18/0028.01) that also meet the Australian native requirements (see information required #3 below). Issue MCU18/0028.01 Condition 13 details a minimum of 1 ‘feature tree’ each side of the round wall (a minimum of 2 feature trees). There are no trees included between the front fence and front of property each side of the round wall. Two Macrozamia lucida 'Pineapple Zamia' are located each side of the curved wall within the LP1 Planting Plan - Ground Floor however these grow to approximately 1m and are identified within the submitted landscaping plans as a ‘shrub’. Information Required Amend the landscaping plan to include the two required ‘feature trees’ either side of the curved wall between the front fence and property boundary and meets Information Required #3 and #5 below). Issue Condition 18 (MCU18/0028.01) details that the landscaping works must be undertaken in accordance with Planning Scheme Policy PSP 3 – Landscaping Plants and Guidelines. Plant species included within the submitted LP1 Planting Plan - Ground Floor and LP2 Planting Plan – First Floor do not meet the preferred plant species listed in PSP 3 with some also not being Australian natives for example; Licuala grandis, Plumeria obtuse, Chamaedorea cataractarum, Heliconia stricta 'Jamaican Dwarf' etc. Information Required Amend the submitted Landscaping Plans (LP1 and LP2) with plant species that meet the Noosa Plan 2020 requirements including the 9.4.5 Landscaping Code which includes the landscaping requirement in particular (but not limited to) Performance Outcome PO10 (species selection) and the Planning Scheme Policy PSP 3 – Landscaping Plants and Guidelines. Issue The submitted landscaping plans appears to have some variation from the approved MCU approved plans (Drawing number 01 TP02 – approved 28/09/2018). The submitted landscaping plans appear to include more hard surfaces that were previously approved as soft landscaping. For example a spa is now included beside both pools which looks to remove the landscaping that was in that location. Information Required Provide justification as to how the removal of that MCU approved soft landscaping has been substituted in a different location on the plan. Or update the plan to include additional soft landscaping. Issue Condition 18a (MCU18/0028.01) requires trees to be included which grow to a minimum height of 6m at maturity and provided at 3m centres and minimum 200mm pot size. The MCU approved plans (Drawing number 01 TP02 – approved 28/09/2018) identifies more trees then what is proposed in the submitted landscape plans. In addition the height of these trees do not meet the required 6m at maturity. Information Required Amend the submitted landscape plans to include additional trees as detailed on the MCU approved plans (Drawing number 01 TP02 – approved 28/09/2018) that grow to a minimum of 6m at maturity. As detailed above (Information Request #3) some of the identified trees are non-natives and do not meet the Noosa Plan 2020 requirements therefore review the species and substitute. Issue There are inconsistencies between the legend and the plan on the Landscape Operational Works Package LP1 and LP2. For example the two ‘street trees’ identifier on the legend of LP1 is a circle with a dark spot in the middle however the two street trees identified have a circle with a large cross. This is providing confusion between what is trees, shrubs and street trees on the plan. Information Required Correct the landscaping plans to remove the inconsistencies between the legend and what is detailed on the plan to allow for clear understanding of the differences between shrubs, trees and street trees in particular. Issue From aerial mapping a number of large trees are currently on the lot. Condition 19 (MCU18/0028.01) details requirements for retained trees however no information has been provided stating if any trees are to be retained. Information Required Provide detail (location, species, height etc.) on any trees to be retained. Issue A Eucalyptus is located on council land at the frontage of the property that is within the proposed location of the driveway. Is this tree proposed to be removed? Information Required Amend the landscaping plans to include a third street tree of the same species provided. due date for response to information request The due date for providing the requested information is 26 January 2022.
