EXECUTIVE SUMMARY
The Noosaville Foreshore Land Use Master Plan project aims to develop a tool to improve
management of the use of foreshore parks along Gympie Terrace. The area is a favourite of
both locals and visitors and consultation undertaken for the project received excellent traction
and community feedback. The extent of feedback provided a good basis for the drafting of the
Foreshore Plan, with the strongest visions relating to protecting the foreshore’s open spaces for
low-key recreational enjoyment by the public.
The Draft Foreshore Plan presents a framework to guide use of the foreshore recreation reserves
over a 10 year planning horizon. A range of key issues are considered by the Plan, reflecting the
differing physical attributes, character and patterns of use across the Noosaville foreshore. Land
use issues addressed include community, recreation and commercial uses, with some raising
infrastructure issues requiring further review. The Draft Plan adopts an overarching vision
statement and supporting land use principles to assist decision making. The proposed vision for
the foreshore is:
The Noosaville foreshore is a peaceful, relaxing public open space for people to enjoy the river.
The Plan breaks the foreshore into 6 precincts, with specific land use tables that provide
assessment criteria and management actions for events, weddings, fitness operators and kiosks.
The report seeks adoption of the Draft Foreshore Plan so that further community consultation can
be undertaken in the new year and allow the project to progress toward completion.
RECOMMENDATION
That Council note the report by the Property Advisor to the Services & Organisation Committee
Meeting dated 12 December 2017 and agree to adopt the Draft Noosaville Foreshore Land Use
Master Plan and proceed to further community consultation, as detailed in the report.
REPORT
1. Background
The Noosa River foreshore is a principal recreation area in Noosa and one of the region’s most
valued natural assets, with the parklands along Gympie Terrace loved by locals and visitors alike.
Council infrastructure upgrades undertaken in the year 2000 were highly successful and led to
increased visitation and use of the foreshore, but the area’s popularity poses some long-term
risks if not well managed. Council officers identified the need to better plan for increasing
demands to use the foreshore’s open spaces and commenced a new master planning project in
2016.
