SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 DECEMBER 2017

In February 2017 Council engaged consultants Place Design Group to prepare a Noosaville
Foreshore Land Use Master Plan (the Foreshore Plan). The project aims to develop a land use
plan to help guide decision making relating to future use of the foreshore. Council’s vision for the
Foreshore is its natural attributes and attractiveness are retained and sustainable use of the area
occurs in the form of low-impact uses consistent with the Noosa community’s values.
The Noosaville foreshore study area comprises of Recreation Reserve parkland extending from
Chaplin Park at the western extent to Pelican Beach Park to the east, as shown below.

The recreation reserves forming the study area are State Land for which Council is trustee. By
undertaking formal planning for the reserves Council’s Foreshore Plan is intended to become a
Land Management Plan recognised by the Department of Natural Resources and Mines under
the provisions of the Land Act 1994 and will provide a tool to assist assessment of future uses
within the park reserves. The Plan is proposed to have an initial planning horizon of 10 years (to
2027) but may be revised during that time.
The purpose of this report is to seek adoption of the Draft Foreshore Plan prior to proceeding to
further community consultation.

2. Initial Community Consultation
Initial community consultation for the project ran from 26 April 2017 until 26 May 2017 and
included:
 An online public survey;
 Public “pop-up events” on the foreshore; and
 Stakeholder workshops.
The initial consultation sought to garner community opinions about the foreshore prior to drafting
the Foreshore Plan. Project information is maintained on Council’s Your Say Noosa webpage
and includes a document library. Place Design Group’s Initial Consultation Summary report can
be accessed at: https://yoursay.noosa.qld.gov.au/25814/documents/58978.
