of rest or “other duties” of at least 15 minutes. [NOTE: “Other duties” does not include
operation of a STOP/SLOW bat to control traffic or any duties involving standing in one
position, or controlling traffic with a traffic control device] as per TCAS 2.4 Page 7
19.
As this sign is used to warn of the presence of personnel, it shall
only be displayed when they are actually working, or are visible to
traffic, or both, and shall be removed or covered when workers
have left the work area or are no longer visible to traffic.

and in circumstances which
create a hazard. The sign should
be displayed only when the need
exists and removed or covered
when truck activity has ceased.
The sign should be placed on the
side of the road from which trucks
will be crossing or entering
21. Traffic controllers must ensure that they have a clear escape path to a non-traffic (closed)
section of the roadway, shoulder, footpath or median.
22. Signage: All static signage erected is compliant to the MUTCD Part 3 Works on Roads
Eleventh Issue November 2019 and AS1742.4 including the size and reflectivity.
23. Conflicting signage: Any conflicting fixed signage must be covered and uncovered after the
work ceases.
24. Short Term Signage: Erections of signage for short term operations should be arranged so
that the signs are prominently displayed to all vehicular traffic as safety warning devices for
traffic control works. The sign shall be erected on the signage legs so that signs are clearly
off the ground and free of obstruction, the minimum height from the shoulder surface to the
bottom edge of sign is 200mm
Long Term Signage: Signs continuously required for works going longer than two (2) weeks
should be erected in a permanent manner, e.g on posts sunk into the ground - Ref 4.75 Sign
Display- MUTCD Part 3. (Will be determined by Site visits)
On open road areas, uncurbed roads, built-up areas where signs are to be erected on posts,
they should normally be placed clear of the outer edge of shoulder and at least 2m clear of
the travelled path, whichever is the greater clearance. They should be erected 1 to 1.5m
above the level of the nearest edge of the travelled path to the underside of the sign
25. Vehicle Mounted Warning Devices: Signage vehicles that are required for the
implementation of the Traffic Guidance Scheme must be fitted with an electronic arrow
board and two flashing beacons as described by the MUTCD Part 3 Eleventh Edition 2019

Page 6
26. Work Method Statements: Preparation of a Safe Work Method Statement (SWMS) involves
identifying potential hazards, assessing their risk and recording how to eliminate or minimize
the risk to employee and public safety. Where potential hazards are identified they are
assessed using the Site-Specific SWMS and a Hazard Report is completed
27. Prior to commencement of work: On site SWMS will be reviewed based on the Traffic
Guidance Scheme, which conforms to the MUTCD and AS 1742.3. SWMS update will be
reviewed every three monthly unless otherwise requested. All site traffic controllers are
regularly audited and tool boxed to ensure SWMS, TGS’s and State Guidelines and AS1742.3
are followed. Any amendment to the SWMS is noted during audit and safety inspections.
28. Traffic controllers: Have a duty of care to raise any concerns in regard to safety issues on
site. If there is a change to TGS, Scope of works traffic controller must contact Aaction
Traffic’s TMD immediately. Any identified safety concerns must contact Aaction Traffic
Workplace Health and Safety Manager. Traffic Controllers are to only engage in traffic
control duties, remain on designated point and maintain that position unless advised by
Aaction Management.
29. Record Keeping: All traffic management records will be maintained in accordance with the
MUTCD Part 3 2019, Eleventh Issue November 2019 and the QLD Code of Practice for Works
on Roads. Signage must be checked regularly and times notes on the Daily Signage Pre start

Traffic Controllers at all times. Radio channel to be selected upon arrival at site and agreed
upon with all other personnel.
31. Traffic Cones, Barriers and Bollards: Delineating devices (eg: traffic cones, bollards, post
mounted delineators) should generally be placed 1mtr clear of the travel path. Cones should
be spaced so as to discourage entry to the work area, generally from 5mtr to 25mtr apart.
Spacing of cones and bollards may need to be reduced to as little as 1mtr if needed. Barriers
are shown on TGS to separate motorists from work area to provide more protection to
workers on site

Before work commences, signs and devices at the approaches to and within the work area
should be set out in accordance with the traffic guidance scheme in the following sequence:
• Advance warning and regulatory signs (including temporary speed zone signs)
• All intermediate advance warning and regulatory signs and devices required in
advance of the taper or start of the work area
• All delineating devices required to form the taper including the illuminated flashing
arrow signs at the end of the taper where required
• Delineation of the work area or side track
• All other required warning and regulatory signs including termination and end of
temporary speed zone signs
Recovery of signage and devices at the conclusion of the work shall be done in the reverse
order using the same work method as for setting out

33. Scope of works and TGS: The controlled version of this Scope of works and TGS will be held
electronically by Aaction Traffic Control Pty Ltd and will be made available to all project
personnel. Aaction Traffic TMD will maintain, review and update Scope of works and TGS
34. Review: TGS and Scope of works be reviewed every twelve months from the date of issue.
