4.0 PROPOSED DEVELOPMENT
4.1 Strategy

The Applicant has acquired the land the subject of Development Permit 132007.2398.02 as well as a
further two parcels of adjacent land. Consequently, the approved development has been redesigned
to enable the development of the new land. This approach will ultimately result in the development
being undertaken in a staged and coordinated manner.

The purpose and general effect of this development application is to transition and preserve the
existing use and development rights established by Development Permit 132007.2398.02 to a fresh
approval that includes new land for an expanded development site.

This application will:

- Confer use rights by way of a Material Change of Use over two additional parcels of land (Lot 1
on RP165418 and Lot 4 on RP215922) that did not form part of the previous Development Permit
    132007.2398.02.
- Reconfigure land by way of a boundary realignment to include two additional parcels of land (Lot
1 on RP165418 and Lot 4 on RP215922) that did not form part of the previous Development
    Permit 132007.2398.02.
- Make changes to the overall layout to form the new site master plan incorporating the previously
approved uses under development permit 132007.2398.02.

The application must be viewed and assessed as the overall development strategy for the
