PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 AUGUST 2016

Since Council’s decision and lodgement of the appeal, officers have also regularly observed the
car parking for the development and while it has been found to be near full at times, no overflow
or parking issues have been observed.
Council’s traffic engineer, Beard Traffic Engineering, has reviewed the further material provided by
the applicant and advises that he considers that the future parking may be adequate depending
upon how the facility operates – such as if course structures change to include more student
contact hours (many lecturers currently choose to make their lectures available on line to students).
Mr Beard advises there is an undesirable degree of uncertainty about the design parking demands
which could be generated by use of the premises. However, based on the material supplied, if it
can be assumed that the nature of the future uses will not be significantly different from the existing
uses, in my opinion, there is a high probability that the parking provision proposed will be adequate.
Mr Beard further advises he is no longer able to maintain the position that the proposed car parking
is definitely or even mostly likely inadequate.
