PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 AUGUST 2016
While the proposal is significantly higher than the adjacent cottage near Wimmers Lane, the
parapet height is approximately 0.5m lower than the existing building’s roof. Furthermore, the
adjoining development historically has had a high block wall on the boundary as seen in Figure 7
below.

A 5m wide 3 storey portion (mezzanine) is setback 1.5m from Wimmers Lane and houses a plant
room, staff room and office space. The mezzanine is deemed to be a 3rd storey as the portion of
the car park located directly below the mezzanine does not constitute a basement under The
Noosa Plan. This portion of the car park protrudes significantly above the natural ground level due
to the sites slope having a fall of approximately 3m from the sites Garnet Street frontage to
Wimmers Lane. Given the small size of the additional storey, it does not add to building bulk and
is hidden by design (i.e. is not perceptible as a storey due to the building façade), and raises no
concerns. Figure 8 below shows the 3 storey portion.
