PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 AUGUST 2016
2. SITE DETAILS
2.1. Background
There is no relevant development application history for the site.
A pre-lodgement meeting was held with the applicant on 17 November 2015. Staff advised the
development raises significant planning conflicts with The Noosa Plan and particular concerns
relating to the substantial undeveloped land in the Shire Business Centre available for medical
uses and the potential impacts on traffic and residential amenity. The applicant was also advised:
The application must demonstrate significant need exists for the development at this location.
Given ample undeveloped land exists for the use at the Shire Business Centre, the need for co-
location with Noosa Hospital must be clearly demonstrated. This need is not currently apparent,
with Noosa’s medical specialists already dispersed.
2.2. Site Description
The site comprises 7 existing Detached Housing zoned lots fronting Goodchap Street and Val
Crescent totalling 4,325m2 in area. The site is roughly trapezoid shaped and has frontages of
approximately 80m to Goodchap Street and 100m to Val Crescent. The land slopes moderately
west toward Val Crescent, with a total fall of around 3m across the site.
5 of the 7 existing residential allotments contain a detached house and 2 are vacant. Currently
only 1 driveway access has been created off Goodchap Street and 4 others are via Val Crescent.
The site contains a mixture of native and exotic trees, shrubs and palms, most of which are garden
plantings. Significant trees on the site include a number of scattered mature gum trees but
vegetation is not mapped under The Noosa Plan’s Biodiversity Overlay Code or State mapping.
An aerial photograph of the site and surrounding areas is shown in Figures 6 & 7 below.
