PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 AUGUST 2016
Create the precedent for creation of a more substantial medical precinct along Goodchap
Street, which would be a significant departure from the planning intent for Noosa’s
commercial precincts broadly and particularly for the NBC.
Undermine the long term viability of the NBC becoming Noosa’s business and employment
focus as its principal business centre.
The application’s conflict with the provisions of the SEQ Regional Plan associated with the
protection of the NBC for employment growth and diversification are considered significant. Strong
grounds must be identified to overcome these statutory planning conflicts if the application is to be
supported.
State Planning Regulatory Provisions
The following State Planning Regulatory Provisions apply to the application:
SEQ Regional Plan Regulatory Provisions
The proposal is for an urban activity within the Urban Footprint and is consistent with the SEQ
Regional Plan Regulatory Provisions.
3.3. Statutory Instruments – Planning Scheme
The subject site is located in the Noosaville Locality and is zoned Detached Housing. The proposed
medical and retail uses are identified as inconsistent uses within the zone and required to follow
an impact assessable application process.
Locality Provisions
Development sought in Noosaville’s Detached Housing zone is predominantly detached dwellings
and ancillary uses and structures associated with private residences. The Overall Outcomes for
the zone are stated as:
11.8.2 (q) For the Detached Housing Zone—single detached housing prevails which maintains—

particular neighbourhood;
iv building styles befitting the character of the locality and the regional climate, and
which respond to, and are integrated with, natural site characteristics including
native vegetation;
v various styles and eras depicting a cross section of architectural development
and the history of Noosaville; and
vi landscaping amongst buildings, retaining trees and vegetation wherever
practical;
For new development the Code seeks the following overall outcome:
11.8.2 (a) New uses and works are located, designed and managed to—
i be compatible with other uses and works;
ii maintain the safety of people and works;
iii avoid significant adverse impacts on the amenity enjoyed by users of other
premises, including acoustic and visual qualities; and
