PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 AUGUST 2016
Carparking
The Noosa Plan’s Driveways & Carparking Code lists the following minimum parking provisions for
the medical use as 1 space per 20m2, or part thereof, of use area; OR 3 spaces per medical
practitioner whichever is the greater. Since the total potential medical practitioners in the
development is unknown the rate of 1 space/20m2 applies. The rate for the small café component
is the same. The minimum required parking provision is calculated as:
2,470m2 Gross Floor Area x 1 space/ 20m2 = 124 car spaces
The development provides 126 spaces, which is sufficient, subject to resolution of the access and
manoeuvring issues identified above.
Stormwater Quality & Quantity
The application has demonstrated it can meet the Water Sensitive Design Code of the Noosa Plan.
However in order to achieve this, and keep the carparking layout, the bioretention basins will have
retaining walls visible form the road and negate the ability to provide any significant landscaping
along the majority of the Goodchap Street carpark frontage.
The proposed design will require excavation into potential acid sulphate soils. The applicant did
not respond to Council’s information request for it to demonstrate an ability of to meet the Natural
Hazards Overlay Code. However, the impacts of acid sulphate soils can generally be managed
during the assessment Operational Works application and can be conditioned accordingly.
Noise
The applicant provided a Noise Assessment Report prepared by RoadPro Acoustics which
assesses impacts from potential noise sources from the development (principally vehicle and
mechanical noise). The report finds a need to erect 2.5m high acoustic barriers adjacent vehicle
manoeuvring locations shown in Figure 10 below.
