PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 AUGUST 2016
Figure 10 – Proposed Acousit Barrier Locations
The western acoustic barrier at the Goodchap Street frontage would create additional shading to
the open space of the adjoining residence than would be associated with a residential fence in that
location. Conditions could be applied to require compliance with the submitted acoustic report,
limiting hours of operation and ensuring no noise nuisance occurs from mechanical plant and
equipment.
3.3.2. Need
Since the proposal raises conflicts with the planning intent for the site, need is crucial to this
assessment. Need in the development sense is commonly recognised as relating to community
wellbeing. A development may be said to be needed if, on balance, it improves community
wellbeing - such as by access to new services or facilities, or a range of other ways. The applicant
identifies need as the primary community benefit ground to support the application, suggesting
there is “clear and pressing need for the development of a purpose-built health care specialised
precinct surrounding the Noosa Hospital, improving convenience for patients and medical
professionals and capitalising on the existing (Noosa Hospital) infrastructure”.
The application included an Economic Need Analysis undertaken by its economic consultant,
Urban Economics. It finds:
The proposed health and specialist centre opposite the Noosa Private Hospital will contribute to
the development of a convenient, accessible and dedicated health precinct for the Noosa
community enjoyed by communities elsewhere across the Sunshine Coast.
