Based on statistical analysis of the tree survey data, the predominant canopy height is
10m. Therefore, a separation distance of 15m would be required between the
habitable structures and the hazardous vegetation, in accordance with the Code’s
Probable Solution. Refer to JFP Drawings M2652 VM01A-08A for building setback
distances.
We understand a minimum separation distance of 15m between the development and
the tree canopy on the eastern boundary is proposed. The buildings are separated
from the vegetation by a public walkway, the internal road linking to Precinct E and car
parking spaces. In accordance with the Australian Standard AS3959-2009
Construction of buildings in bushfire-prone areas, Table 2.4.5 (FDI 40), a separation
distance between 13m-<19m would require the elevations of buildings bordering the
Environmental Park (eastern boundary) to be constructed to a level to meet BAL-29.
Buildings with a separation distance of 19m-<28m would need to meet BAL-19
requirements on the eastern elevation. Required construction levels should be
confirmed with a Building Certifier prior to construction.
6.2.1 Bushfire Attack Discussion
The proposed minimum 15m setback distances for the proposed development
should provide adequate protection for buildings from potential fire attack. As
stated in the Australian Standard AS3959-2009 – Construction of buildings in
bushfire-prone areas, there is no guarantee that the building will survive every
bushfire event due to extreme weather conditions and the unpredictable
behaviour and nature of fire.
The proposed minimum 15m setback is considered appropriate for this site
based on the following:
The minimum setback distance of 15m is generally exceeded for most
buildings;
The buffer includes a non-vegetated area (the roadway and car
parking spaces) which separates the buildings from the vegetation;
Construction of buildings with a separation distance between13-<19m
will be in accordance with BAL-29 to minimise potential impact from
bushfire;
Construction of buildings with a separation distance between 19-<28m
will be in accordance with BAL-19 to minimise potential impact from
bushfire;
The proposed layout provides for a direct access route for evacuation
of the site to Resort Drive;
It is understood that the applicant is required to install eight (8) fire
hydrants as part of the development of this site and Precinct E2 (the
adjoining Lot 6). A bond of $189,000.00 is being held by Council for
this purpose;
Resort Drive will facilitate safe evacuation from the site if required, as
this road is bordered by the golf course to the west and leads away
from hazardous vegetation; and
A bushfire management and evacuation plan has been prepared for
the site by Altum Constructions.
