5.2.4 Vegetation
The desktop assessment for vegetation has been generally confirmed by the
site assessment. However, we consider the understorey in the open forest
areas is dominated by heath, low grass and weed species, therefore VHC 7 is
considered more applicable than the mapped VHC 2.
Previously cleared areas of the site were dominated by weed species
including Sphagneticola trilobata (Singapore daisy), Pteridium esculentum
(bracken), Lycopersicon sp. (tomato plants), Lantana Camara (lantana) and
grass species. Vegetated areas were dominated by Callitris. columellaris and
Lophostemon. confertus with Allocasuarina littoralis and Banksia sp.
Evidence of historical burns was observed on the bark of several mature trees
within the Council Environmental Park bordering the access track on the
eastern boundary. The remnants of a small fire, less than 1m 2, were noted at
the junction of the Pubic Carpark on Resort Drive and the sand track
bordering the eastern boundary.
5.3 Additional Information – Nearest Fire Brigade
The nearest fire station is located at Noosa Heads, approximately 3km to the north of
the site.
6.0 BUSHFIRE BEHAVIOUR ASSESSMENT
6.1 Potential Fireline Intensity (State Planning Policy 2014)
As the current mapping within the Noosa Plan does not reflect the updated State
Planning Policy mapping, calculations to determine the Potential Fireline Intensity and
associated hazard score have been undertaken in accordance with State Planning
Policy – state interest technical manual, Natural Hazards, Risk and Resilience, A “fit
for purpose” approach in undertaking natural hazard studies and risk assessments.
This hazard score is calculated as follows:
Vegetation Hazard Class 4 – Heath communities – PFL = 27 t/ha
Note that the heath community has been selected as this community adjoins the site to the east
and has a higher hazard rating than the site vegetation.
FFDI = 40
Slope = 8 degrees
PFI = 0.62 x 272 x 40 x exp(0.069 x 8)
PFI = 31,398kW/m, High Hazard.
6.2 Asset Protection Zone
The Asset Protection Zone (APZ) or setback/safety buffer is land adjacent to the
hazardous vegetation that provides a firebreak to the development.
In accordance with the Noosa Plan Part 13 - Overlays, Table 13.9 Bushfire Hazard
Area, Section 13.34 Siting, design and construction; Probable Solution S7.1 states
that a setback distance from hazardous vegetation of 1.5 times the predominant
mature canopy tree height or 10m, whichever is the greater, is required.
